Replacement of Greenhouse Environmental Control System Statement of Work

1. Background: The mission of the National Clonal Germplasm Repository for Citrus & Date in Riverside, CA is to conserve, acquire, distribute, characterize/evaluate, and document genetic resources of citrus and date. Facilities include approximately 6,000 sq ft and greenhouse and 16,000 sq ft of screenhouse (details in requirements section below). These structures contain various cooling and heating devices that are controlled by an environmental control system. This system was originally installed in the early 2000’s and has been upgraded periodically. However, the system is now (2026) obsolete and replacement parts and service are no longer available. Therefore, this system needs to be replaced by a current environmental control system.

2. Objectives: The objective of this contract is to obtain a contractor to purchase and install Link4 controllers and sensors (details in requirements section below). In addition, the contractor will ensure training is provided to the staff on how to program and use the new greenhouse environmental control

3. Requirements:

Contractor will perform the following tasks:

· The facilities consist of greenhouse area of approximately 6,000 sq ft, divided into 4 sections, each of which is a nominal 36 ft wide: a 60 ft section, a 24 ft section, a 24 ft section, and a 60 ft section (designated GHA – GHD from south to north). Each sector has independently functioning louvers, cool pads, and exhaust fan providing cooling, and gas heaters providing heat. Relative humidity is not controlled. Irrigation is controlled separately. The screenhouse of approximately 16,000 sq ft consists of two separate sections, each 60 ft X 135 ft. The screenhouse has no cooling system. An ad hoc heating system consisting of portable gas heaters is used in the winter. The environmental control system controls the electrical circuit powering the heaters’ s gas ignition system.

· Complete the removal and disposal of the existing environmental control system and the installation of the new environmental control system.

· Environmental control systems must be fully functional at the conclusion of the work.

· Components of the new environmental control system shall be Link4 as follows:

4. Delivery: Contractor shall furnish all equipment, materials, and supplies required to achieve the quality performance standards of the work in this contract. All work will be performed in accordance with federal and industry standards. Provide the contracting officer with an installation schedule.

5. Government-Furnished Property: Provide as-builds upon request. Area for contractor to stage equipment and materials required for chiller installation.

6. Security Requirements: Contractor must sign in daily with USDA representative. Abide by local security regulations and federal, State, local safety regulations.

7. Place of Performance: The work to be performed under this contract will be performed at the National Clonal Germplasm Repository for Citrus & Date, located at 1060 Martin Luther King Blvd, Riverside, CA 92507. Work will be conducted on regular business days (Monday through Friday) and during regular business hours (8:00AM to 5:00PM Pacific) excluding any federal holidays.

8. Period of Performance: Upon award the contractor must complete work as indicated by contract.
