Evaluation Factor: Compliance with FAR 52.219‑14, Limitations on Subcontracting Offeror Self‑Performance & Subcontracting Disclosure Checklist Offerors shall complete the following checklist in full. Non‑responses or incomplete responses may render the quote ineligible for award.
1. Performance Approach 1A. Will the Prime Contractor self‑perform the required work?
☐ Yes — Prime will self‑perform the required percentage of work with its own employees.
☐ No — Prime intends to subcontract a portion of the work.
If “Yes,” skip Sections 2–4 and proceed to Section 5 and 6.
2. Subcontracting Intent (Required if 1A = “No”) 2A. Identify whether subcontracting is planned:
☐ Yes, the Prime will utilize one or more subcontractors.
☐ No, the Prime will not utilize subcontractors. (If “No,” return to Section 1A and correct your response.)
3. Projected Subcontractor Information (Required if subcontracting is planned) For each projected subcontractor, provide the following:

If “No” is selected for 3D, the subcontractor is not eligible for use under a small business set‑aside. Replace or remove the subcontractor.
4. Prime Contractor Compliance Certification The Prime Contractor certifies the following:
☐ 4A. The Prime will not pay more than 50 percent of the amount paid by the Government for contract performance to firms that are not similarly situated, as defined in FAR 52.219‑14. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded.
☐ 4B. All projected subcontractors listed in Section 3 are small business concerns under the applicable NAICS code and verified in SAM.gov and SBA Certifications.
☐ 4C. The Prime understands that failure to comply with FAR 52.219‑14 may result in termination for default, negative CPARS, or other remedies available to the Government.
