The Federal Bureau of Prisons (FBOP) is soliciting bids for solicitation 15BFA025B00000027 to replace the fire alarm system at the Federal Correctional Institution (FCI) in Edgefield, South Carolina. The project requires contractors to furnish all equipment, materials, and labor for the complete construction to replace the existing fire alarm system, including 16 existing EST3 Fire Control Panels and adding one new panel for a total of 17 new Edwards EST4 Fire Alarm System panels or equivalent. The estimated project value ranges between $1,000,000 and $5,000,000, with liquidated damages of $1,358.74 per calendar day of delay after scheduled completion. The performance period is 322 calendar days after notice to proceed, with work hours restricted to 6:30 AM to 3:30 PM, Monday through Friday, excluding weekends and federal holidays. The work will be performed at the Federal Correctional Institution located at 501 Gary Hill Road, Edgefield, SC 29824. The selected contractor must begin work within 10 calendar days of award and comply with Davis-Bacon Act wage requirements and specific security protocols required at the correctional facility.

The Federal Bureau of Prisons (FBOP) hereby issues solicitation 15BFA025B00000027 for the award of a firm-fixed-price construction contract for a project entitled Replace Fire Alarm System at the Federal Correctional Institution (FCI) located in Edgefield, South Carolina.

FCI Edgefield is a federal correctional institution located at 501 Gary Hill Road, Edgefield, SC 29824. The project consists of furnishing all equipment, materials, and labor for the complete construction to replace the fire alarm system at the FCI Edgefield. Specification attachments included with the solicitation will provide complete requirements for the project. 

Any secured/locked documents with the solicitation will require an active vendor registration at https://SAM.gov as well as your Marketing Partner Identification Number (MPIN) associated with your System for Award Management (SAM) registration. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $1,000,000 and $5,000,000. (NOTE: This range is one of eight available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range). The North American Industrial Classification System (NAICS) code applicable to this requirement is 238210 with a corresponding small business size standard of $19 million.
