Question 1:
Does the Scope of Work include replacing the 16 existing EST3 Fire Control Panels and adding one new Fire Control Panel for a total of 17 new Fire Control Panels?
BOP Response: Clarification Yes, total of 17 new panels. Page 2 of SOW. Section C.
Question 2:
The statement of work Introduction paragraph #2 states: “The basis of this design is the Edwards EST4 Fire Alarm System” – the Scope of Work paragraph #2 states: “Furnish and install all required conduit, fittings, back cans and enclosures for installation of new Edwards EST4X fire alarm panels or EQUAL.
a. Question- Edwards does not manufacture an EST4X panel – is the contractor to provide Fire Control panel(s) to comply with the EST4 specifications?
EST4 or equal shall be used.
Question 3:
Are the existing EST3 Fire Control Panels reporting to the Security Control Office via PLC, copper or fiber network?
VIA Fiber.
Question 4:
Will the contractor be required to furnish and install new conduit for networking the Fire Control Panels?
Existing conduit may be used for this.

Will the contractor reuse existing conduit for networking the Fire Control Panels?
a. Question- Will the owner furnish the contractor prior to the bid an existing conduit route drawing for the fire panel networking for estimating the new fiber (if required)?

Will the contractor furnish and install new Single Mode Fiber for Networking the Fire Control Panels, or is the fiber and conduit existing to be reused by the contractor?

Question 7:
Will the contractor re-use the existing wiring currently installed for the annunciators?

Question 10:
The spare parts table lists devices that are not compatible with the EST4 Fire Control Panel. Some of the listed devices are obsolete. The horn/strobes shown are single gang type and all of the existing horn/strobes are mounted to 4 square boxes.
a. Question- Will the owner furnish an updated list of spare parts that are compatible with the EST4 and existing device boxes?
b. Question- Is the contractor to furnish standard detector bases for the heat/CO detectors, OR does the contractor need to furnish sounder bases, coder modules and 24vdc power supervision modules?
a. Provide compatible parts for the system to be installed based off of chart on page 3 of SOW.
b. Install per NFPA 72 and per SOW page 2.
Question 11:
The existing horns and strobes are currently wired independently from each other to allow for silencing the horns while the strobes continue to flash. Current NFPA requirements are to wire both the horns and strobes on the same conductors, and both will cease operating when the alarm silence button is pressed on the fire control panel.
a. Question- Is the contractor to wire the horns and strobes separately as specified in the scope of work?
BOP Response: Clarification Keep them as they currently are configured and as per the drawings.
“In order that horns may be silenced without extinguishing the strobes”.
Question 12:
During the site visit – existing fire control panels were indicating circuit troubles and ground faults.
a. Question- Will the owner provide a modification to the contract for the contractor to repair existing wiring issues noted prior to installation of the new system?
No, refer to page 2 SOW.

Question 13:
Will the contractor be required to remove all existing field devices and install new replacement devices on the existing boxes at the existing mounting height?

Question 14:
Duct Smoke Detectors are currently installed in vertical chases between inmate cells.
a. Question- Are the duct detectors integrated with an existing smoke purge system?
b. Question- Is the smoke purge system fully functional? (if smoke purge is existing)
c. Question- What is the sequence of operations for the duct smoke detectors installed in the vertical chases?
d. Question- Where are the control relays located for the duct detectors that are installed in the vertical chases?

Question 15:
The scope of work Section B paragraph 2 states – “Refer to the drawings for all component locations to be installed. “Existing device quantities are listed in the provided fire alarm inspection reports.”
a. The inspection Report does not provide a complete list of existing addressable field devices (i.e. control relays, supervised control modules, switch modules. Etc.). Question-will the owner provide the actual quantities for a fair and equitable bid between the contractors?
b. Question- Will the owner provide a comprehensive Points List printout for the entire existing system for the contractor prior to the bid? The Points List for each panel will be required to furnish a bid that includes all existing addressable devices currently installed (initiating, control and supervised modules).

c. Based on an actual device counting from the plans there is an extremely large number of devices shown on the plans than the “inspection reports list to provide” that are not shown/listed. Question- Please give directions on what quantities the contractor shall base their bid on for a fair and equitable bid between all contractors. Example “inspection reports show no Tramper Switches, Equipment/Parts matrix shows 5 in actual there are 87 Tampers shown on the plans.
Again, what qualities will the contractor base their bid on?
Question 16:
Are all horn strobes located on the exterior of all buildings to be UL Listed for weatherproof installations, including weatherproof accessories?
Yes.
Question 17:
The drawings indicate Central Control Reporting Relays for each building.
a. Question- What do the Central Control Reporting Relays interface with?
b. Question- Will those relays still be required since the new fire panels will be networked with fiber cable?

b. If the new system does not require these components, then they shall be demoed and not replaced.

Question 53:
Page #2 of #3 Statement of work states: For Security and safety purposes, at no time shall more than one building fire alarm be non-operational at a time without the authorization of the Contracting Officer’s Representative.
a. Questions- Will FCI Edgefield employees provide the fire watch during the non-operational time of the fire alarm system?
b. Question- How many existing panels are in fault conditions as not all were inspected during the walkthrough.
BOP Response: Clarification-
a. Fire watch will be provided by FCI Edgefield staff.
b. Estimate of five panels with troubles, however, the majority of the troubles are due to missing devises that are obsolete or unobtainable, for example smoke heads.
