About this opportunity

The Department of the Air Force Air Mobility Command is seeking a contractor to replace 24 carbon monoxide detectors in Building 2080 at Fairchild Air Force Base, Washington. The primary objectives include removing existing detectors, installing new multisensor smoke/carbon monoxide detectors compatible with the existing EST 3 Fire Alarm System, and repairing map faults on the fire alarm control panel. The solicitation (FA462025QA926) will be evaluated based on price and Supplier Performance Risk System (SPRS) ratings, with the government awarding to the most advantageous responsible vendor. Key dates include a site visit on February 11, 2024, with proposal questions due by February 6, 2025, and proposals due by February 25, 2025, at 1:00 PM Pacific Time. The contract will use simplified acquisition procedures in accordance with FAR Part 13, with a firm-fixed-price structure and FOB Destination terms.

The contract is a 100% Small Business Set-Aside under NAICS code 561621 (Security Systems Services) with a size standard of $25.0M. The place of performance is Fairchild AFB in Washington, with work to be completed during standard hours (0700-1630 Monday-Friday, excluding federal holidays) and not exceeding 30 days after contract award. Contractors must comply with Service Contract Labor Standards, including wage determinations for electricians at $29.22 per hour plus 36.25% fringe benefits. The project requires specialized technical capabilities, including installing detectors with specific operating voltages (15.20-19.95 VDC) and compatibility with the existing fire alarm panels. Vendors must be registered in SAM.gov and prepared to potentially reprogram the fire alarm system, as the original panel program is not available. The government will provide site access, electrical power, and two zone expansion cards to support the detector replacement project.
