SUMMARY OF CHANGES
The purpose of this Amendment is to:
1. Answer questions posed by interested vendors
Q1: Per the RFP they are not providing the original program. While would make sense for most fire panels; the EST3 you are unable to download the existing program. Thus, would have to reprogram the entire system unless it is the original installer that programmed the system. This can greatly differentiate the proposals provided. Are we supposed to quote as though we will be expected to reprogram the entire system?
A1: The Govt. does not have the original program. Offerors shall quote accordingly, ensuring the quote satisfies all the terms of the SOW.
Q2: If they want NFPA compliant on completion of the project; that may account for notification updates to. To do this I will also need to [know]: is there is signaling for Temporal4 coding due to adding CO detection? [Also], is it a voice system and which message that is approved for Fairchild is being used (if voice)? Also, I need to know which notification devices are used if it is not voice so you can get the correct models and numbers of temporal coder modules for the horns.
A2: This project does NOT require any updates to the notification system
Q3: Is there an established sequence of operations for this specific system? This could be in the form of existing documentation or observations from previous testing. If this information is not available, we will need to incorporate a full pre-test of the system before and after programming to ensure that system operation and integrity are maintained.
A3: There is no established order of operations for this system.
Q4: Based on the field survey, we observed that the system has specific buttons that allow for PA capabilities from a few locations, in addition to pre-programmed messages/tones indicated by the buttons themselves. Are those tones/messages available for distribution, as we will need to incorporate them within the system?
Additionally, the buttons are stacked from top to bottom. Can we assume that the priority is based on their location, with the top button having the highest priority and decreasing as we move down?
The current function and listing on the FACP are as follows:

2. BOMB THREAT
3. INTRUDER
4. SHELTER IN PLACE
5. EVACUATE
6. WEATHER DISASTER
7. ALL CLEAR
8. MASS TEST MESSAGE
A4: Yes, the tones can be made available to the contractor after award, if necessary. The order above is done in order of priority.

Q5: Lastly, we kindly request any available documentation that lists the number of devices tied to the system (i.e., smokes, CO detectors, pull stations, etc.) if it is available.
A5: We will provide a fire alarm device matrix to the successful offeror after award.
Q6: Is battery power required?
A6: There is no work required on the batteries of the system.
Q7: Will the incumbent be providing the SDU file?
A7: The Government does not have the SDU file and cannot make it available to offerors.
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
