Bldg 2080 Carbon Monoxide Detector Install / Panel Troubleshoot
Fairchild AFB, WA
1. DESCRIPTION OF SERVICE: The contractor shall provide all necessary tools, equipment, labor and materials required to replace twenty-four (24) ceiling mount smoke/carbon monoxide detectors and troubleshoot and repair associated map fault on the system, to include testing of all devices on the system for proper operation and for code compliant operation. See appendix A for locations of devices to be installed. All devices must be compatible with the existing EST 3 fire alarm panel.
2. SCOPE OF WORK: The Contractor shall complete all work, which includes furnishing all supervision, labor, material, equipment and services, unless otherwise specified herein, required under this contract. All work shall be performed in accordance with all Federal, State, local laws, regulations, manufacturer’s recommendations, NFPA and this Statement of Work (SOW).
1. Remove and dispose of existing detectors, purchase and install twenty-four (24) new ceiling mount multisensor smoke/carbon monoxide detectors. All associated detectors and hardware must be compatible with the EST 3 Fire Alarm System at Bldg. 2080
2. Contractor shall troubleshoot and repair existing map fault on fire alarm panel.
3. Upon completion of install, contractor shall test all new equipment to ensure proper operation and reporting to D-21. Contractor shall ensure all components are functioning as designed and are compliant with all applicable NFPA regulations before final acceptance
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES: The government shall furnish site access, electrical power, and two (2) zone expansion cards. In the event of an emergency, dial 911.
4. GENERAL INFORMATION
4.1. HOURS OF OPERATION: Hours of operation are 0700-1630 Monday through Friday, excluding Federal Holidays and any other designated down day. Work can be done at other than the normal hours of operation with the approval of the Contracting Officer. The contractor shall coordinate in advance all hours of work and any service interruptions with Civil Engineering points of contact.

4.2. SECURITY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base security regulations.
5. PERFORMANCE PERIOD: Project shall not exceed 30 days after contract award.

SALIENT CHARACTERISTICS

The 92nd Civil Engineering Squadron (CES) has a requirement for twenty-four (24) addressable Multisensor smoke/carbon monoxide detectors. The salient characteristics listed below are derived from detectors that are specific to a sensor that is proprietary to Edwards. However, both brand name and brand name or equal detectors are acceptable in response to this solicitation if the equal detectors meet or exceed all salient characteristics listed below and are compatible with the existing Edwards EST3 fire alarm panels.
