About this opportunity
The Federal Aviation Administration (FAA) is issuing a solicitation to replace the carpet at the Ronald Reagan Washington National Airport Air Traffic Control Tower (DCA ATCT) in Arlington, VA. The estimated construction value is between $250,000 and $500,000. The FAA is seeking proposals from qualified, responsible offerors and plans to award the contract to the offeror that submits the lowest priced, conforming proposal. Offerors must submit proposals electronically by July 25, 2024, and all questions must be submitted in writing to the Contracting Officer no later than 3 days prior to the offer due date. A mandatory site visit is scheduled for July 10, 2023.
This solicitation is set aside for competition among eligible 8(a) certified Small Disadvantaged Business (SDB) concerns and Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The prime contractor will be required to self-perform at least 25% of the total contract cost using their own workforce. The work involves removing and replacing approximately 15,900 square feet of carpet and 4,750 linear feet of wall base in designated areas of the DCA ATCT in Arlington, VA.

The Federal Aviation Administration (FAA) is issuing Screening Information Request (SIR) Number 697DCK-24-R-00425, Replace the Carpet, Ronald Reagan Washington National Airport Air Traffic Control Tower (DCA ATCT), 2401 S. Smith Blvd., Arlington, VA 22202 as detailed in the Specifications and Drawings attached to the Solicitation in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy.
NOTICE OF EXEMPTION: The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act. Some of the exemptions include the Federal Acquisition Streamlining Act of 1994, the Small Business Act, the Competition in Contracting Act, and the Federal Acquisition Regulations (FAR). The FAA’s Acquisition Management System (AMS), which became effective on April 1, 1996, is utilized in place of the FAR.
ROUGH ORDER OF MAGNITUDE: The estimated magnitude of construction is between $250,000 and $500,000.
SITE VISIT
The FAA urges and expects offerors to inspect the site where the work will be performed. A one-time site visit will be conducted on 10 JULY 2023 at 10:00 AM ET at Ronald Reagan Washington National Airport Air Traffic Control Tower (DCA ATCT), 2401 S. Smith Blvd., Arlington, VA 22202. You must provide a list of attendees to Kenya Sellers, kenya.t.sellers@faa.gov by 8 July 2024.

BASIS OF AWARD
The Government intends to make award based on successful negotiation of price and conformance with solicitation terms and conditions to the offeror that is considered responsible and offers the lowest priced.
LIMITATIONS ON SUBCONTRACTING: In accordance with Clauses 3.2.2.3-41 & 3.6.1-7, the Prime Contractor must perform, work equivalent to at least 25% of the total cost of the contract, not including the cost of materials, using your own workforce on the site.
