About this opportunity

The Department of the Air Force Air Education and Training Command seeks replacement of three Air Handling Units (AHUs 2, 5, and 7) at Sablich Center, Keesler Air Force Base, Mississippi, with proposals due June 1, 2026 at 11:00 AM CDT. This is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside with an estimated project value between $1,000,000.00 and $3,000,000.00. Amendment 0002 (May 26, 2026) extended the original May 27 proposal deadline to June 1 and updated the prevailing wage determination to May 18, 2026.

Place of performance is Keesler AFB, Mississippi. The contract is firm fixed price with a 210 calendar day performance period beginning 10 calendar days after award. An organized site visit occurred April 30, 2026; questions were due May 4, 2026. The NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and PSC is N041 (Installation of Equipment—Refrigeration, Air Conditioning, and Air Circulating Equipment).

Scope includes demolition of existing AHUs and branch ductwork, replacement with in-kind units featuring 8-inch branch take-offs with volume control dampers and flexible duct, roof curb and roof repairs, electrical work (new breakers, disconnect switches, wiring in Electrical Room 112), controls work via a controls contractor subcontractor, and Test, Adjust, and Balance procedures. AHUs must be replaced sequentially with replacement units on-site before demolition begins and facility operations continuing throughout. Flexible duct is limited to 5 feet maximum per UFC 3-410-01. Pneumatic dampers and actuators must be replaced with motorized equivalents. Contractors must provide performance and payment bonds within 10 days of award.

Evaluation uses the Lowest Price Technically Acceptable (LPTA) method. Proposals require three parts: Price Proposal (Section B), Technical Proposal with Project Execution Plan and Gantt chart schedule, and Past Performance Information limited to five contracts from the prior three years. Liquidated damages are $300.42 for the first day of delay and $276.42 for each subsequent calendar day. Proposals must remain valid 180 days from the due date. All amendments must be acknowledged.
