About this file
This document is a Pre-Bid Questions and Answers (Q&A) for federal contract MAHG 25-1074, concerning the replacement of three Air Handling Units (AHUs 2, 5, and 7) at Sablich Building B701. The Q&A clarifies requirements and specifications for bidders preparing proposals for this mechanical replacement project.
Key staffing and planning requirements include: three ideally separate personnel for superintendent, safety, and QA/QC roles, though the superintendent or QA/QC may fulfill the SSHO role (superintendent cannot serve as QA/QC); project-specific QA/QC and safety plans are mandatory. The project is not tax exempt. The complete 100% design drawings are the set marked as 95% on SAM. Flexible air ducts are limited to 5 feet maximum per UFC 3-410-01, which overrides conflicting drawing details. AHU replacement must follow strict phasing: units replaced sequentially one after another with immediate replacement units onsite and available before demolition; temporary air is not required, and normal facility operations continue throughout. Contractors must provide new control valves, a structurally-engineered curb adapter for roof curb repair (not replacement), and employ a roofing contractor to ensure watertight repairs. Electrical work includes removing old breakers, disconnect switches, and wiring during demolition, and installing new equivalents for each AHU. Controls work requires a controls contractor subcontractor to complete the controls portion, including new DDC thermostats (if existing are inoperable) and a differential pressure sensor for filter status monitoring. Pneumatic dampers and damper actuators must be replaced entirely with motorized equivalents; airflow modulation operates from 100% maximum to approximately 20% minimum by zone temperature only. Light troffer diffuser schedules with specific CFM and size designations are provided in the Q&A response. An addendum addresses an unforeseen condition discovered during separate AHU-6 removal showing roof curbs within 6-8 inches of lightweight concrete on steel decking.

1. In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?
No. These positions are ideally filled by three different personnel. However, the Superintendent or QA/QC roles may also fulfill the role of SSHO, but the Superintendent is NOT allowed to serve as QA/QC.
2. Are contractors required to issue a contract specific QA/QC Plan?
Yes, a project specific QA/QC plan is required.
3. Are contractors required to issue a contract specific Safety Plan?
Yes, a project specific safety plan is required.
4. Is this project tax exempt?
No, this project is not tax exempt.
5. Attachment 3 are the 95% design submittal. Are the 100% stamped drawings available?
The drawing set released on SAM is currently marked 95% is actually the 100% complete and final drawing set for this project.
6. According to UFC 3-410-01, flexible air ducts must not exceed 5'. Does this override detail 3 on M-500?
5 ft is the maximum flexible air duct length. UFC 3-410-01 overrides the line leader note of detail 3.
7. M-601 General Note #11: The general note calls out M-102. Should this general note apply to the ductwork for AHU 2, 5, 7 on M-100 thru M-103?
Yes. General Note 11 applies to AHU 2,5,7 on M-100 through M-103 at all 3 floors.
8. M-601 General Note #12: Does this apply only to installing new ddc t-stats for zones 1-11 on RTU-2? Is there a reason only M-102 is mentioned in this note?
The DDC t-stats zone control 1 through 11 are in M-102 and M-103.
9. Where are the diffuser/register/grille tags located on the drawings?
Light Troffer Diffusers Schedules are to be provided with this response.

10. Are there any changes being made to the ductwork or air distribution systems? If so, could you provide more details and the location of these changes?
Yes, numerous ducts need to be reconnected, add supply air diffuser to each room, change pneumatic dampers, reconnecting flew ducts, etc. Refer to keynotes on drawings sheet M- 104.
11. Who currently has the existing controls of the building?
Johnson Control Inc Metasys.
12. Can the nameplates or serial/model numbers of the equipment be provided?
Nameplates or serial numbers for specific pieces of equipment can be provided. Contractor should submit an itemized listing of equipment that they desire this information from and we will provide it.
13. Is temporary air required?
No, temporary air is not required. However, refer to SOW sections:
3.2.4.1.7 Do not demolish any AHU without an immediate replacement AHU onsite and available for installation.
3.2.4.1.8 Replace AHUs in kind, as per the Mechanical Schedule provided within the drawings.
3.2.4.1.9 Air-handlers will be replaced, in sequence, one after the other. Normal operations of this facility will continue during the contract period of performance.
14. Do condensate drains for the RHU's need to be elevated with pipe supports to nearest gutter or roof drains?
This gravity operated drain is not required to be elevated with pipe supports. However, the pipe must be sloped to properly drain.
15. Will testing for asbestos be required?
It is not anticipated that hazardous materials will be located within the facility. No asbastos abatement required.
*If hazardous material is suspected / identified during the execution of this project, follow the guidance given within the SOW 4.6, beginning page 12.
16. Based on the schedule from M-601, it shows both the economizer dampers and damper actuators coming with the unit. Typically, damper actuators are supplied by the controls contractor. Will the controls contractor be responsible for supplying damper actuators or will they be included with the unit itself?
The mechanical contractor is required to have a controls contractor to complete controls portion of this project.
17. On control drawing M-601, the filter does not show a differential pressure sensor to show a dirty filter status on the BAS. We want to confirm this is not required as it is typically standard in most systems.
Include differential pressure sensor for the AHU return air for dirty filter status.
18. Per control drawing on M-601, are the two ‘New DDC T Stat’ callouts representing the same thermostat or individual thermostats?
No new DDC T-Stat is required to be installed unless existing is currently inoperable. Verify 2, 5, & 7 air handlers zone 1 has functioning humidity control and zones 1-9 have temperature control sensors.
19. What is the sequence for the motorized damper downstream of the HW and CW coil dampers? The note highlighted says ‘To Modulate CFM Typical’, but there is no air flow monitor.
The air flow is to be modulated from maximum 100% as specified to minimun approximately 20% by zone temperature only.
20. Note 12 on drawing M-105 says to replace the 12 pneumatic dampers with motorized dampers. Is that just the actuator to be replaced or does the whole damper need to be replaced?
The entire damper with actuator is required to be replaced with new. Damper air flow and temperature is to be modulated by the zone T-Stat.
21. The statement of work states to replace AHU'S 2, 5, and 7. Drawing page M-106 keynote 1 states to install new AHU's 2, 5, 6, and 7. Please confirm that AHU 6 is not included within the scope of work for this project.
AHU 6 is not in this contract.
22. The statement of work states to repair existing roof curbing prior to setting new AHU's. Since it is unknow what extent of repair will be needed for the roof curbs, should contractors provide pricing for installing new roof curbs?
No. Contractor is not required to provide pricing to replace existing curbing. Existing curbing is to be repaired as stated within the SOW.
The contractor is required to provide a curb adapter that is certified by a structural engineer as part of the curb repair and adaptation.
23. The statement of work states to repair roof curbs and roofs. Is the current roof currently under warranty? If so, could you please provide the contractors information who the warranty is through to help eliminate the risk of voiding the existing roof warranty if the roof system is damaged or needs repaired during AHU replacement? Roof system manufacturers typically require a certified installer for the system to make repairs in order to maintain the warranty.
There is no warranty on the existing roof.
A roofing contractor is required to repair the roof to ensure it is watertight.
24. Please confirm if the contractor is to reuse existing control valves and piping or if new control valves and piping should be included with the proposal.
New control valves are to be used.
25. The statement of work section 3.7 states the the contractor is to provide and have onsite at all times a superintendent and a QA/QC. Please confirm if this can be the same person. Please confirm if this individual or either of these individuals can also fill the role of SSHO.
No. The positions spelled out within the SOW are ideally filled by three different personnel.
However, the Superintendent or QA/QC roles may also fulfill the role of SSHO. The Superintendent is NOT allowed to serve as QA/QC. Thusly, QA/QC is not allowed to perform in the Superintendent role.
26. Is the contractor required to phase each replacement or can the contractor replace multiple units at the same time?
Contractor is to follow the phasing outlined within the SOW in sections:
3.2.4.1.7 Do not demolish any AHU without an immediate replacement AHU onsite and available for installation.
3.2.4.1.8 Replace AHUs in kind, as per the Mechanical Schedule provided within the drawings.
3.2.4.1.9 Air-handlers will be replaced, in sequence, one after the other. Normal operations of this facility will continue during the contract period of performance.
