About this opportunity

The Department of the Air Force Air Combat Command is seeking contractors to repair the storm drain system at Building 1788 on Mountain Home Air Force Base, which suffered $350,000 in water damage during a significant rainfall event in August 2023. The project involves comprehensive construction services including adding gutters over access doorways to the courtyard, demolishing existing interior courtyard concrete and tree wells, installing a new 6-foot trench drain system, replacing 35 linear feet of 6-inch storm drain pipe, and repairing failed joint and masonry sealants. This is a design-bid-build procurement requiring offerors to submit 10-page technical proposals demonstrating their design-build team qualifications, technical approach, and project management capabilities. Technical proposals will be evaluated based on technical manpower, clarity of approach, understanding of environmental specifications, and ability to ensure proper drainage. A mandatory site visit is scheduled for June 24, 2025, with attendance limited to three people per offeror, and technical proposals are due by July 11, 2025, via email to designated Points of Contact.

This procurement is designated as a Competitive 8(a) set-aside contract with a firm-fixed-price structure and an estimated value between $250,000 and $500,000. The contract includes a 150-calendar day completion timeline from the Notice to Proceed, with work to be performed at Mountain Home Air Force Base in Idaho. The project scope encompasses removing 1,507 square feet of existing concrete courtyard, installing new concrete surfaces, and implementing drainage improvements designed to handle a 100-year storm event. Only offerors who submit acceptable technical proposals in the first step will be invited to submit sealed price bids in the second step of this two-phase procurement process. The contract requires a 20% bid guarantee and utilizes the Wide Area WorkFlow system for payment submissions, with contractors subject to specific base access, security, and operational restrictions during performance.
