IFB No. FA489725B0005 Two-Step Sealed Bidding (FAR Subpart 14.5)

This is a Request for Technical Proposals in accordance with FAR 14.503-1 Step One.

Date Issued: June 10, 2025

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”

(a)(1) Description: Mountain Home Air Force Base (MHAFB) has a requirement for a design-bid-build project to repair Bldg 1788 after the storm drain system was unable to provide enough drainage, resulting significant flooding and damage to the facility. This requirement will include but not limited to the following:

• Demo. Removal and replacement of door frames, demolish the existing interior courtyard concrete, tree wells, and storm inlet. Demolish approximately 50 SF of concrete sidewalk necessary to remove 35 LF of 6” storm drain outside of the courtyard.

• Construction. install a new 6-foot outdoor floor trench drain in the courtyard, replacement of reinforced concrete over crushed aggregate to provide positive drainage in courtyard to the new area drain, Replace 35 LF of 6” storm drain from clean-out to the outlet location with straight grade from clean-out to outlet curb cut. Replace two panels, approximately 50 SF concrete sidewalk. Installation of 10-foot gutter sections located above the two doorway access locations to the courtyard. Replace failed and/or missing joint sealant. Repair failed and/or missing masonry sealant in courtyard.

(a)(2) 366 CONS intends to use the Two-Step Sealed Bidding contracting method for this requirement in strict accordance with FAR Subpart 14.5.

(a)(3) Requirements of the Technical Proposal:

• Cover Letter. Provide one (1) introductory page to include company name, CAGE code, SAM Unique Entity ID number, names of primary and secondary points of contact including individuals specifically identified as having authority to negotiate and enter into a contractual agreement with the Government on behalf of the company, phone numbers and email addresses. Cover letter shall also acknowledge all amendments issued for Step One.

• Written Technical Proposal. Ten (10) front-and-back page limit, with regular margins and between 10- and 12-point font. Include only technical information. Step One proposals shall not include any cost or price information of any kind. The written technical proposal shall be clear, concise, and include all the information in sufficient detail for effective evaluation. The proposal should not simply rephrase or restate the Government’s requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, or qualifications and experience and will base its evaluation only on the information presented in the offeror’s technical proposal.

• Shall include:

o Part 1 Qualifications and Experience of the Design-Build Team:

Demonstrate experience of the firm (or joint venture) in completing design-bid build projects of similar scope, size, and complexity within the last 3 years.

Key personnel qualifications, including the project manager, lead designer, and construction superintendent, with relevant certifications, licenses, and experience on comparable projects.

Subcontractor qualifications (if identified), focusing on specialized trades critical to the project.

o Part 2 Technical Approach and Design Concept:

Preliminary design concept or narrative demonstrating an understanding of the project’s functional, aesthetic, and performance requirements in requirement documents.

Innovation or value-added solutions that enhance the project’s quality, sustainability, or efficiency without compromising the scope.

o Project Management and Execution Plan Proposed schedule outlining key milestones for design, permitting, and construction phases, including a realistic critical path.

Quality control and assurance plan to ensure compliance with specification, codes, and standards.

Risk management strategy identifying potential project risks and mitigation measures.

(a)(4) Each offeror’s written technical proposal shall be evaluated to determine if the offeror provides a sound, compliant approach that meets the requirements of the Statement of Work and demonstrates a thorough knowledge and understanding of those requirements and their associated risks. Technical proposals will be evaluated based on the following essential elements:

• Technical Manpower & Proficiency – Clearly demonstrate your team’s expertise and qualifications related to the project.

• Clarity of Approach – Clearly outline your approach to addressing the project’s technical challenges and how you plan to meet the contract requirements and manage risks, costs, and schedule.

• Technical Proposal must sufficiently address:

o Design and Construction Schedule.

o The offeror’s understanding and approach to quality control, safety, the 3-phase inspection process, and stop work authority and procedure.

o A discretionary understanding of the Mt. Home AFB Environmental Specification requirements and procedures (01 57 19). The offeror should demonstrate their understanding of this specification by providing a general approach of how they intend to meet the overall requirements, as well as identifying specific applicable sections.

o Ensuring the courtyard is properly sloped to the trench drain and the storm drain line remains clear and functions properly by draining water away from the courtyard and building.

If no risks/mitigations are identified in the offeror’s proposal, it indicates the offeror does not consider there to be any risk associated with their proposed approach.

Proposals will be categorized as acceptable, reasonably susceptible of being made acceptable, or unacceptable. The contracting officer may proceed directly with step two if there are sufficient acceptable proposals to ensure adequate price competition under step two, and if further time, effort and delay to make additional proposals acceptable and thereby increase competition would not be in the Government’s interest.

Any proposal which modifies, or fails to conform to the essential requirements or specifications of, the request for technical proposals shall be considered nonresponsive and categorized as unacceptable.

Only those who submitted acceptable technical proposals will be involved in the Step Two submission of sealed priced bids.

(a)(5) Technical proposals shall not include prices or pricing information.

(a)(6) Technical proposals must be received by July 11, 2025, 4:00 PM MDT.

Technical proposals shall only be submitted in writing via email to the CONS Points of Contact (POC) listed. If file size prevents transmission, request additional submission guidance from the POCs. It is the responsibility of the contractor to do so sufficiently in advance of the due date to ensure timely receipt by the Government. Contractors shall request delivery/receipt confirmation upon transmission.

Late technical proposals are governed by 15.208(b), (c), and (f).

Site Visit Date/Time: June 24, 2025, 09:00 AM MDT. Site visit information requests such as base access procedure or additional site visits shall only be submitted in writing to the CONS POCs. Site visit attendees must submit full names, driver’s license numbers and state of issue, company name, and vehicle type (personal or commercial vehicle), for all attendees, to the CONS POCs no later than 12:00 PM MDT on June 23, 2025. No more than three (3) attendees per offeror are permitted. Transportation to the site will not be provided by the Government. Personal vehicles will be permitted to enter the Main Gate via Airbase Road, but commercial vehicles will be redirected to the Grand View commercial vehicle gate via Grand View Road/ID-167 for inspection. It is the responsibility of the attendees to arrive sufficiently in advance to retrieve base passes and process through gates in time for the site visit.

Questions/Requests for Information (RFI) Due Date/Time: June 27, 2025, 4:00 PM MDT. Questions shall only be submitted in writing via email to the CONS POCs.

(a)(7) In the second step, only bids based upon technical proposals determined to be acceptable, either initially or as a result of discussions, will be considered for award. Each bid in the second step must be based on the bidder’s own technical proposal(s).

(a)(8) Offerors should submit proposals that are acceptable without additional explanation or information. The Government may make a final determination regarding a proposal’s acceptability solely on the basis of the proposal as submitted. The Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with their offerors.

(a)(9) A notice of unacceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination of unacceptability.

(a)(10) A maximum of two (2) technical proposals may be submitted.
