The USDA Agricultural Research Service is seeking to procure stock tank and fencing repair and replacement services at their Plains Area facility in Woodward, Oklahoma through RFQ 1232SA25Q0236. The project involves replacing old steel and concrete livestock tanks with four new fiberglass tanks across two locations: one 12'x2' tank in Woodward and three tanks (24'x2', 12'x2', and 30' steel ring) at the Southern Plains Experimental Range near Ft. Supply. The comprehensive scope includes supplying and installing tanks, accessories, plumbing, fencing, removing existing infrastructure, cleaning concrete pads, and debris cleanup. Contractors must have active SAM.gov registration and complete required representations and certifications. The government will evaluate quotes using three criteria: technical acceptance, past performance, and price, employing a comparative evaluation method that allows selection of the most advantageous offer rather than necessarily the lowest price. Quotes are due by 6:30 a.m. Central Time on July 10, 2025, via email to David W. Reynolds at david.reynolds2@usda.gov, with a mandatory site visit scheduled for June 25, 2025.
This procurement does not utilize any set-aside designation and falls under NAICS code 238990 (All Other Specialty Trade Contractors) with a small business size standard of $19.0 million. No incumbent contractors are identified in the solicitation documents. The government intends to award a firm fixed-price purchase order with a delivery timeframe of 180 days after award. Work must be performed between 7:00 a.m. and 4:00 p.m., Monday through Friday, excluding federal holidays. The primary place of performance is the USDA-ARS-PA Rangelands and Pasture Research facility at 2000 18th Street, Woodward, OK 73801, with additional work at the Southern Plains Experimental Range near Ft. Supply, Oklahoma. While specific contract values are not disclosed, the procurement includes Service Contract Act wage determination requirements, indicating potential labor components in the overall project scope.
