About this opportunity

The Bureau of Land Management is soliciting quotes under solicitation 140LL027Q0012 for 12 wildlife guzzler water storage tanks, with quotes due November 12, 2026 and questions due November 9, 2026 at 10:00 AM Mountain Time. The procurement is a Total Small Business set-aside for a firm fixed-price commercial-item buy under FAR Part 12, coded NAICS 326199 and PSC 5430.

Delivery goes to five sites: Crossbar Management Area in Amarillo, Texas (2 tanks); Las Cruces District Office (2 tanks); Albuquerque District Office Ware Yard in Cuba, New Mexico (2 tanks); Farmington District Office (2 tanks); and Middle Rio Grande Conservancy in Socorro, New Mexico (4 tanks). Crossbar is reachable only by flatbed truck over unimproved roads. Deliveries occur Monday through Friday, 8:30 a.m. to 3:30 p.m., excluding holidays, with Contracting Officer's Representative notice at least 10 working days before each delivery. The contractor bears all transportation, freight, and unloading costs, which must be included in the unit price. Performance runs November 16, 2026 through January 28, 2027.

Each tank must provide 1,500 to 2,000 gallons of storage, be constructed of cross-linked polyethylene with ultraviolet inhibitors, have a domed top and dark coloring without painting, weigh no more than 1,000 pounds, and measure no more than 8 feet wide by 16 feet long. Each tank also requires a sloped-ramp drinker with no float valves, a 16-inch manway with screw-on lid, and a 1.25 pre-installed overflow pipe adapter. Tank, drinker, and apron must function as one integrated structure requiring no plumbing. Offerors must acknowledge delivery capability within the required timeframe and maintain active SAM.gov registration.

Quotes are submitted in two parts, a Technical Proposal (Part I) and a Pricing Proposal (Part II), to deronda_chevannes@ios.doi.gov and remain valid through December 20, 2026. Award is best value considering price and technical acceptability. Price is evaluated by comparative analysis, with lowest price most favorable. The technical factor is pass/fail and requires tanks to meet or exceed BLM specifications and delivery timeframes, including lead times and expected delivery dates. Past performance is assessed through SAM.gov and CPARS.gov under FAR 9.104-1. The non-cost factors are weighted equally with each other and are described as approximately less important than price, though price may be the deciding factor when technical capabilities are similar. Payment runs through the Invoice Processing Platform (IPP) with 30-day prompt pay provisions.
