About this opportunity

The U.S. Coast Guard seeks repair of pavement at Air Station San Francisco, with proposals due September 16, 2026 and questions due September 8, 2026. The procurement is a total small business set-aside under firm fixed-price contract.

Place of performance is San Francisco, California. The scope includes concrete trip hazard remediation (approximately 519.5 square feet of 4-inch concrete poured and tripping hazards ground) and concrete paving installation (approximately 1,142–1,600 square feet of existing pavement demolished and replaced with 7-inch concrete). Work must be completed within 90 calendar days after Notice to Proceed, with performance beginning within 15 calendar days of award. All work must comply with applicable codes and OSHA standards, be performed Monday through Friday between 7:00 AM and 5:00 PM excluding Federal Holidays, and be subject to government inspection with re-performance at contractor expense if unsatisfactory.

The estimated project magnitude is between $25,000 and $100,000. NAICS code 237310 applies with a $45 million size standard. Payment protection equal to 100 percent of contract price is required within 10 days of award. Required insurance includes workers' compensation with employer's liability of at least $100,000, bodily injury liability of at least $500,000 per occurrence, and automobile liability of at least $200,000 per person and $500,000 per occurrence.

Award will be made to the responsible offeror submitting the lowest priced offer that is acceptable for all evaluation criteria. The government evaluates the technical approach for reasonableness and whether it adequately addresses all Statement of Work requirements; pricing is evaluated for completeness and reasonableness using FAR 15.404-1(b) price analysis techniques but will not be scored or rated. An organized site visit is scheduled for September 8, 2026, at 10:00 AM PDT at the Air Station San Francisco Main Gate; interested participants must email completed Base Access Forms to Shawn Jenkins and Jesse Yutig no later than September 4, 2026. Department of Labor wage determination requirements and Buy American construction materials provisions apply.
