About this opportunity

The U.S. Air Force Global Strike Command is soliciting proposals for roof demolition and replacement services at six Missile Alert Facilities (MAFs) located at Malmstrom Air Force Base in Montana. The work encompasses complete tear-off of existing roofing systems including asphalt shingles, underlayment, ice and water shield, gutters, soffit, fascia, and associated flashings, with installation of new asphalt shingle roofing systems, soffit, fascia, gutters, and downspouts. The solicitation requires submission of two proposal sections: Section I addressing past performance (maximum 40 pages) and Section II addressing price and required documentation (unlimited pages). Evaluation will be conducted using a best-value tradeoff methodology in which past performance is significantly more important than price, with past performance assessed for recency (within the last five years) and relevance (projects valued at $350,000 or greater with similar scope). The final proposal due date is February 5, 2026, at 2:00 p.m. Mountain Standard Time, with questions required to be submitted by January 13, 2026. A mandatory site visit was held on January 7, 2026, at 1:00 p.m. MST.

This is a 100% small business set-aside under NAICS code 238160 (Roofing Contractors) with a small business size standard of $19,000,000 in annual receipts. The estimated contract value ranges from $500,000 to $1,000,000 with a firm-fixed-price structure. The contractor must commence work within 10 calendar days of notice to proceed and complete all work within 168 calendar days, with liquidated damages assessed at $1,051.77 per day for schedule delays. Work is scheduled Monday through Thursday from 6:45 a.m. to 5:15 p.m., with a winter shutdown period from November 1 through April 15, and approximately 28 calendar days allocated per facility. All work will be performed at the six geographically dispersed MAF locations at Malmstrom Air Force Base near Great Falls, Montana, with the contractor required to furnish a bid guarantee of 20 percent of the bid price or $200,000, whichever is less, and performance and payment bonds within 10 calendar days of award.

Work consists of the demolition of the existing roofing system including asphalt shingles, underlayment, ice and water shield, gutters, soffit and fascia, and all other flashings trim and fasteners associated with the existing system. Existing dormers will also be demolished with roof decking repair. Installation of the new roofing system includes new shingle system as specified, new soffit and fascia, and new gutters and downspouts.

Project Site Visit: As specified in FAR Clause 52.236-27 (Alt I), a site visit will be held on 07 January 2026 at 1:00 pm MST in the 341st Contracting Squadron Auditorium (located at 7015 Goddard Drive, Bldg. 145, Malmstrom AFB, MT, 59402). All interested parties must be able to access a federal installation in order to attend the site visit. If you do not currently have the ability to access to a federal installation, please fill out, sign, and submit a Contractor Entry Authorization List (CEAL) (Attachment 8) to the contracting personnel identified in Box 7 no later than 30 December 2025.

The purpose of this amendment is to: 1. Update Attachment 5 (Wage Determinations) to WD MT20260040, WD MT20260058, and WD MT20260062 (Published Jan 1, 2026); 2. Update Attachment 6, Sections L and M (Revised 15Jan26); 3. Add Attachment 9 - MAF Roof Pictures; and, 4. Extend the proposal due date from 20 January 2026 to 05 February 2026.

Amendment 002

The purpose of this amendment is to:
1. Provide a revision to Attachment 1_Specifications (23Jan26) based on Requests for Information (RFI) responses.
2. Provide a revision to Attachment 6_Sections L and M (23Jan26) based on RFI responses.
3. Add soffit drawings via Attachment 10_Repair MAF Roofs Soffit.
4. Add RFI responses via Attachment 11_MAF Roof Q&A (23Jan26).
5. Increase the Period of Performance by 42 calendar days, from 126 calendar days to 168 calendar days.
