# Amend #
1 Are all six (6) roofs located at Malmstrom AFB, MT?
No, the six (6) MAFs are geographically separate from Malmstrom AFB. The geographical distance between the identified MAFs and Malmstrom AFB ranges between 40-105 miles.
2 Does this solicitation require the submission of a bid guarantee?
Reference: Solicitation Document, Page 39, FAR 52.228-1 – Bid Guarantee.
Yes, a bid guarantee (a.k.a. bid bond) is required to be submitted with your proposal. As described in FAR 52.228-1(c), the penal sum of the bid bond shall be 20% of the bid price or $200,000, whichever is less.
3 If a bid guarantee is required, will the Contracting Office accept a bondability letter in lieu of a traditional bid bond?
The Contracting Office will not accept a bondability letter in lieu of a traditional bid bond. 2
Will the Contracting Office accept proposal submissions electronically (e.g., via email)? If electronic submission is not permitted and hard-copy binders are required, will a USB drive be accepted in lieu of a CD for the required electronic copy?
Offerors will not be required to submit both paper copies and 1 electronic copy saved on a CD and will be permitted to submit proposals electronically via email. Proposals submitted via email MUST be in PDF format and comply with the page limitations prescribed in Section L, paragraph 3(f). See Attachment 6 - Revised Section L & M (13Jan26) for more information.
Regarding on-site supervision (QCM, Superintendent, and SSHO), does the solicitation require separate, full-time personnel for each role, or is a dual or triple-hat arrangement acceptable?
Multiple roles are acceptable as long as the person meets qualifications of each component. 2
6 Has asbestos testing been performed in the project areas? If so, please provide reports.
The Missile Alert Facilities were tested for ACM (and Lead Based Paint) and it was determined that no contamination existed on the exterior of the facilities. 2
7 Has existing paint and paint hazard testing (e.g., lead-based paint) been conducted? If so, please provide reports. Please see response to Question #6. 2
If hazardous materials testing (including but not limited to asbestos and lead-based paint) has not been performed, should offerors include the cost and scope for such testing in their proposals?

Please clarify the minimum required gauge for valley metal, flashings, and penetration flashings. The specifications reference multiple minimum thicknesses, ranging from 22 gauge in SECTION 07 62 00 to 29 gauge in SECTION 07 31 13. Please confirm which minimum gauge governs for bidding and construction purposes.

9A 22ga steel is called out for the 5" K-Style gutters; however, would it be acceptable to move up to a 6" K-Style gutter? Or would you prefer sticking to a 5" and dropping to a 24ga steel?
Specifications call out 0.022" thick galvanized steel, which is 26ga.
Will there indeed be no restroom facilities available for use by the crew and subcontractors? If not, obviously a portable will be brought in. Can it be set inside the perimeter, or must it be outside the compound?
Contractor shall provide and maintain their own restroom facilities. They may be left inside the perimeter. Coordinate with Government for exact placement. 2

Questions and Answers
11 Will there be an inspector onsite at all times to inspect work before it is covered by the next step? If not…then what is protocol? Inspectors will be on site during specified work times. 2
Do you want a class 3 or class 4 shingle?
- This makes a big difference in both price and warranty. It says in the language “class 3 or 4” , but the approved shingle you cite in the specs, the GAF Timberline HDZ is indeed a class 4. I recommend that you go with a class 4 shingle, Owens Corning Flex or Malarkey Legacy would be my choices. I strongly advise against the Malarkey Vista, as it is a class- 4 shingle in name only, and only technically meet class 4 specs. It is important that you specify on this “Vista” thing due to the price point basically being the same as a class 3
Either Class 3 or Class 4 impact resitance is acceptable as long as all other specifications and warranty conditions are met. 2
Nails: The specifications call for “Hot dipped galvanized nails”. These nails only come in ring shank and are almost twice the cost of the industry standard which is “electro galvanized”.
- Whether you mean to use hot-dipped galvanized or electro-galvanized are you allowing us to install with air nailers, or are we expected to be nailing by hand?
Seems like a dumb question, but I have indeed bid government jobs where hand nailing only was permitted. Are there currently ring-shank nails in the roof? If so, it will make a difference in the labor for removal.
Use hot dipped, annular tread (ring shank) as specified. Air nailers are acceptable unless specifically not allowed by your choice of roofing manufacturer. We are unsure of existing nails used.
According to language in specs Part 3 “execution”, Pipe boots and drip edge need to be set in a bed of roof sealant or adhesive. Is this truly what you want?
-In the residential realm, this is unheard of…its total overkill. Drip edge is just nailed on and pipe-boots, are at best, lined with Ice and Water shield and attached to deck using nails which are sealed after install. While on the subject of drip-edge, “gutter apron” would be a better option along the eaves only in that it is designed more readily to receive gutters.
Roof sealant is required as specified. Gutter aprons may be used in lieu of drip edge along eaves. 2
The specs say to lay the 1st course of shingles flush with the drip edge;
however, the industry standard is to allow the shingle to protrude past the drip edge ¼” to ½” to allow water to shed into the gutters more efficiently. Would it be acceptable to install the 1st course of shingles per industry standard?
Yes, shingles should overlap drip edge 1/4" to 1/2". 2
Items like dabbing every piece of ridge cap with sealant and caulking every cut shingle where it butts into another seem like overkill and costly. Would it be acceptable to forgo these items?
No, we intend the sealant to be applied as specified. 2
Specs call for ice and water shield to be applied going up the rakes from edge extending 2 ft beyond the plane of the inside of the exterior wall….and then applying regular synthetic paper beyond that. This serves no real purpose and if you want to really do it this way then….why not just use ice and water shield on the whole roof? Or, go by the industry standard and use ice and water shield along the eaves as per code and use synthetic paper as it would be normally used on the rakes?
- Having ice and water shield over the entirety of the roof will basically give you a sort of roof beneath the roof and basically forms a seal around every nail that penetrates it.
Install ice and water shield in all areas specified in SECTION 07 31 13 - 3.03. 2
Do you want valleys to be open or closed? Specs say “open”, but pics show closed valleys. Which would you like? If closed, do you want only ice and water shield in the valleys or valley metal as well?
Open as specified. 2
The specs call for a 2” wide bead of caulk around the entire perimeter of the roof between the shingles and the deck. However, there is not a caulking gun that shoots a solid 2” wide bead of caulk.
Impossible to seal shingle directly to deck due to the fact that there will either be ice and water shield in the way or synthetic paper. If indeed this is to be done then it could only be done directly to the drip edge on the rakes and would have to be adhered to the ice and water shield on the eaves, which may work, but is definitely not according to industry standards. I feel strongly that this step or steps could be eliminated by simply using ice and water shield over the whole roof.
Caulking gun nozzles are available in 2" however does not need to be a single bead. Our intent is to apply between shingle and the layer below the shingle.
In most cases this will be shingle to ice and water shield. -CL
20 What about ridge cap? Specs say that ridge is to be modified and ridge cap installed, but I didn’t see that in the work description. Please clarify. See SECTION 07 31 13 -3.03 F & J . 2
Soffits: How wide? What color? Aluminum or Steel? Can we attach to sub-fascia with staples? Will we be attaching new channel on the exterior wall to receive inside edge of soffit?
See attached diagram for width. Color will be Dark brown/bronze in general, specific color to be selected by Government through submittal process.
Material, fastener and trim details are covered in SECTION 07 42 93.
Fascia: What color? Aluminum or Steel? Textured or Non-textured? Fasteners?
And in what fashion are you wanting it fastened? Can we buy it pre-made or do we need to bend it on site? 29 guage is standard for steel, do you want it heavier? If so, could be a special order item? Underlap… ¾”, 1” or 1-1/2” ? All this is important to know in case we’d have to special order?
Color will be Dark brown/bronze in general, specific color to be selected by Government through submittal process. Min. 24 ga. Aluminum, Textured, attach with color matching fasteners per SMACNA or facscia manufactures recomendations. Existing facia is approx. 7" tall with 1" underlap (field verify).
23 Is there an official SOW? If so I haven’t seen it. Please advise. There is no Statement of Work for this requirement. The project drawings and specifications prescribe all work to be completed. 2
24 Delivery trucks and drivers allowed on site as long as the contractor is there? See SECTION 01 10 00 for site entry details. 2
25 Will our gutter subs be allowed to come on a different day than everyone else? See response to Question #56. 2
26 Based on the above list would you please consider pushing the deadline for this bid out at least 7 business days?
Proposal due date was extended to 05 February 2026 in Amendment 1 (issued on 15 January 2026). 2
27 Is Malarkey Roofing approved as an equal manufacturer/product? Malarkey produces multiple lines of products. Without submittal data I cannot determine if it is "or equal". 2
28 Impact resistance class 3 or 4? Please see response to Question #12. 2
With the installation of soffit and ridge venting, is there existing baffles at the eaves and, if not, will baffles be able to be installed or is there solid blocking between the trusses?
We anticipate exisitng baffles to be present. 2
30 Will the existing gable vents need to be sealed off? No. 2
31 Do we have to use the Attachment 7 specifically to provide past performance?
If yes, please consider extending the due date to allow additional response time.
Please use Attachment 7: Past Performance Reference Sheet to the maximum extent possible as it is the preferred document for providing the requested past performance information; however, the Government will accept other similarly formatted documents so long as the information required to establish recency and relevancy is provided. Additionally, the proposal due date was extended to 05 February 2026 in Amendment 1 (issued on 15 January 2026).
32 Are there any other environmental issues the Government is aware of? No. 2
33 What type of delays are the Government referring to with the bid schedule?
Administrative vs site access and crew delays?
Delays in the Bid Schedule are referencing SECTION 01 10 00, 1.9 and is specically for Government caused field work delays as defined. 2
34 Attachment 6, L & M: Page 7 of 13 5. Section ll, i: Please define what would constitute sufficient detail to demonstrate reasonableness?
This verbiage will be removed. See revised Attachment 6: Section L & M (23Jan26). 2
35 Please confirm this contract has 48 CFR compliance requirements, CMMC?
Offerors are not required to have a specific CMMC level pending guidance on the implementation of the CMMC compliance requirements. This will be addressed at a later date once we receive the necessary guidance.
Please confirm this contract is EM385 compliant with trained, certified personnel in First Aide/CPR, EM385 40 hr, 24 hr Fall Protection, Fall Rescue Competent Persons onsite?
Safety requirements are specified in SECTION 10 00 00, 1.12. 2
37 Please confirm the USACE QCM Certified Manager is required? QC requirements are specified in SECTION 01 00 00. Specific "Certification" is not required. 2
38 Please confirm the onsite SSHO is EM385 compliant trained? Please see respone to Question #36. 2
39 Please confirm that we can single hat the SSHO and the QCM if they meet the USACE QCM Certification and the EM385 Certification requirements? Please see response to Question #5. 2
40 Please advise if the Government has any asbestos testing results for this building? If not, do we need to have the mastics tested? Please see response to Questions #6. 2
41 Please confirm the working schedule is M-Th, 6:45 am-5:15 pm, with 21 calendar days per building. This is the correct times. See Question #62 for calendar days. 2
Please confirm access to the sites do not require any additional equipment to get there and equipment delivery/ disposal companies will be able to deliver to these locations.
Drivers, trucks, personnel, etc… will not be allowed on site with out being on an EAL. See site entry per SECTION 01 10 00. Typically contractors choose to deliver "off-site" and bring materials on-ste with equipment verified on
EAL.
43 Is there any work on top of platform / catwalk? No work is expected on top of platform/catwalk. 2 44 Is the fascia going to be left wood and painted or wood wrapped in metal? Aluminum wrapped. See response to Question #22. 2
Area Lighting mounted on facia show on pictures provided in document M1, page 10. Are these lights to be relocated to allow addition of gutters? Confirm if contractor is responsible to remove and relocate these lights.
Government will remove and reinstall lights in this area. 2
We believe there are can lights above main entry in the soffit but can’t confirm that in the documents provided. If there are, can you confirm if trims will fit new soffit?
Install Soffit/trim around existing light. 2
In pictures provided in document M1, page 17. The wall to roof condition between the 103 room and main building. Provide details for materials if possible. We are confirming removal and reinstallation of the siding for proper roof to wall flashing along this short section?
We do not have details for existing materials. It appears to be steel lap siding.
Flash area using step flashing. Complete flashings in accordance with the manufacturer's requirments and principals of NRCA, SMACNA and local building codes.
In pictures provided in document M1, there appear to be numerous antennas and a dish tv on the roof that are not addressed on the drawings. Confirm if contractor is responsible to remove and reinstall these items?
Dish and antennas will be removed and reinstalled by others. Please give ample notice to Government to prepare these areas. 2
In pictures provided in document M1, there are numerous mechanical roof curbs and an access hatch that have asphalt shingle vertically with a turn bar on top, calked at the base. Please provide a detail for constructing a cricket uphill of these units and how the roof to wall should be constructed.
Complete flashings in accordance with the manufacturer's requirments and principals of NRCA, SMACNA and local building codes. 2
Numerous round pipe penetrations show on drawing without sizing. Can those be confirmed and size noted on drawing so proper size roof jacks can be procured?
Due to small variations form site to site, all penetrations and sizing should be field verified. 2
In pictures provided in document M1, page 17. Looks to be an electrical service pedestal. In order to replace the roof jack (not using a retro fit), the components at the top of the pipe would need to be removed and reinstalled. Please confirm if contractor would need an electrician to do this?
Government will de-energize and remove sensor before construction. 2
Is there builder data from roof inspections to identify prior repairs or potential sheathing damage? We found no Builder data specifically identifing sheathing damage. 2
Have all roof materials, vents, and other components been tested for asbestos or hazards? Please see response to Questions #6. 2
What is the color code for materials? Specifications mention so(it color in drawings, but the drawings do not list the color code.
In general the soffit/fascia will be dark brown/bronze. Submitt color samples for government selection. 2
55 Do baffles exist where the dormer is being removed?
Rough holes were cut through the decking. This will be repaired per note on Drawing A-1. 2
56 Is phasing required on this project? If so, please specify restrictions.
Specifically, how many roofs may we work on at a time?
We currently only have resources available to work on one roof at a time. This may change later once schedules are confirmed. We will allow gutter/fascia/soffit to finish installation while construction continues on another site.
Please confirm the specs are accurate in stating that no power is available for contractor use? Power will not be availble for contractor use. 2
Can the QC Manager, SSHO, and Superintendent roles all be fulfilled by one individual? Please see response to Question #5. 2
On the provided photos, there appears to be multiple lights fastened to the fascia of these buildings.
a. Will these need to be removed and reinstalled by the contractor?
b. Do these need to remain operational during construction?

Can AutoCAD As-builts be waived for this project? Are PDF as-builts acceptable?
PDF as builts are acceptable as long as they correctly depict any variances from the original drawings. 2
61 Please confirm temp fencing is not required at each building.
Temp fencing will not be required as no existing fence will be disturbed.
Fencing is optional for Contractor staging area. 2
The 21 calendar day restriction per roof replacement translates to 12 working days per roof given the working hours. This is an extremely tight window and is a risk to the contractor when considering the liquidated damages. Can the government extend this POP to 28 calendar days per roof? 168 calendar days total?
Extending to 28 days per site is acceptable to the Government if need be. 2
Will Curb Safety Railing / Catwalk indicated on plan A-1 need to be removed and reinstalled as part of the demo or will it remain and then be re-flashed, re-sealed etc. once the new roof has been installed ?
Existing catwalk curbing will remain in place. 2
