About this opportunity
The Department of the Navy Naval Facilities Engineering Command is soliciting proposals for repair of leaking domestic hot-water and cold-water lines in Building 4389 at Marine Corps Air Station Cherry Point, North Carolina. The scope of work includes repairing leaking solder joints in hot-water lines located in rooms 1122 and corridor 2080, as well as a cold-water line in room 2166, with associated ceiling grid, tile, and fixture removal and reinstallation as necessary to access work sites. Contractors must complete an Infection Control Risk Assessment (ICRA) 2.0 classified as Class II precautions and conduct all work during after-hours shutdowns on weekdays between 5:00 PM and 6:00 AM or on weekends to avoid disruption to patient care at the Naval Health Clinic. The award will be made on a lowest price evaluation basis without discussions, though the Government reserves the right to conduct discussions if necessary. The pre-award request for information cutoff date was March 27, 2026, and proposals are due by April 3, 2026 at 12:00 PM local time.
This procurement is set aside for Total Small Business and is restricted exclusively to four pre-qualified M&R MACC contractors: T.E. Davis Construction Company, Joyce & Associates Construction, Inc., Olympic Enterprises, Inc., and Quadrant Construction. Work must be completed within 60 calendar days after contract award, and bond requirements are tiered based on proposal amount, with no bonds required for proposals of $35,000 or less, payment bonds only for proposals between $35,000 and $150,000, and bid, payment, and performance bonds for proposals exceeding $150,000. The contractor is responsible for draining the water system and managing utility shutdowns, while the NHCCP Facilities Department will assist in securing the water supply; post-repair testing will use street pressure without requiring chlorination. Performance will take place at MCAS Cherry Point, North Carolina, and contractors must maintain minimum insurance coverage per FAR 28.307-2 and comply with EM 385-1-1 safety standards.
