About this file

This is Amendment 0002 to a federal solicitation for repair services at Marine Corps Air Station Cherry Point, North Carolina. The solicitation, issued by CG MCAS Cherry Point Facilities, ROICC, concerns repairs to leaking domestic hot-water and cold-water lines in Building 4389 (Solicitation No. N400857495214, Requisition No. 7495214). The amendment's purpose is to answer pre-award Requests for Information (RFIs) submitted by potential offerors. The pre-award RFI cutoff date remains 27 March 2026 at 12:00 PM local time, and the proposal due date remains unchanged at 03 April 2026 at 12:00 PM local time.

The RFI responses clarify several key project requirements. Cathodic protection is not required for the repairs, as the leaks result from failed solder joints rather than pipe corrosion. Work shall continue during after-hours shutdowns on weekdays between 1700 and 0600 hours or weekends. Post-repair testing with street pressure will be adequate, and chlorination is not required. The NHCCP Facilities Department will assist in securing the water supply, while the contractor bears responsibility for draining the system. No valves require replacement. All other contract terms and conditions remain unchanged from the original solicitation and Amendment 0001.

Amendment 0002 7495214 Repair Leaking Domestic Hot-Water and Cold-Water Lines Bldg 4389

RFI Responses:

The SOW states that the contractor must inspect and install proper cathodic protection as necessary. During the site visit on 3/23/2026 there was no cathodic protection identified on any of the existing water pipes in the three areas we observed the leaks. However, the leaks appeared to be weeping at solder joints that have failed on either 90° elbows or coupling joints.

The water piping did not appear to be corroded; however, it was green at the joints from where the solder joints were not cleaned after being soldered, which is typical when piping is not wiped clean after the solder is heated and cooled down. Being these leaks are due to failed solder joints and not pipe corrosion, will we still be required to provide cathodic protection?

Response:

No valves require replacement

If cathodic protection is required, please specify locations, quantity of piping, and the required method so costs can be accurately included.

Response:

Not Required

Amendment 0001 states work will continue during an after-hours shutdown. Please define the shutdown window (start/end times).

Response:

Weekdays between 1700 and 0600 or weekends.

After repairs, what testing will be required? Should the system be tested with street pressure?

Being this is an existing building, we want to make sure we don't overpressure the piping and possibly cause more leaks down the line during a shutdown period. Also, who is responsible for verification and acceptance?

Response:

Testing with street pressure will be adequate.

Is chlorination required after repairs?

Response:

No

Who is responsible for turning off the water supply and draining the systems? Will this be done by the hospital maintenance department, or will the contractor be required to shutdown the water and drain system?

Amendment 0002 7495214 Repair Leaking Domestic Hot-Water and Cold-Water Lines Bldg 4389

Response:

The NHCCP Facilities Department will assist the contractor in securing the water so that the work can be accomplished. The contractor will be responsible for draining the system.
