About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) intends to award a sole source contract to Subsea Global Solutions LLC for urgent repairs to the starboard propeller of the NOAA Ship Gordon Gunter. The procurement seeks a professional underwater propeller repair firm with ABS approvals to address noise, vibration, and blade issues on the approximately 8-foot diameter propeller, including developing repair plans, taking pre- and post-repair measurements, polishing, and ensuring proper balance. The contractor must have specialized expertise in repairing aged, low-noise propellers and will be required to participate in an underway test to verify repairs. The agency has issued this as a notice of intent to sole source, allowing other qualified firms to submit capability statements demonstrating they can meet all requirements by 1:00 PM EST on August 5, 2025. All responses must be submitted electronically to christopher.baker@noaa.gov with the specified subject line format, and oral communications are not acceptable.

This procurement is designated as a Women-Owned Small Business (WOSB) set-aside opportunity with no general set-aside classification in the initial notice. The estimated contract value ranges between $45,000 and $90,000, structured as a firm-fixed-price award with two Contract Line Item Numbers covering the basic propeller repair and additional growth work for extended hours, days, or sea trial activities. The primary performance period is scheduled for August 16-18, 2025, with alternate dates available through December 30, 2025, and the overall contract performance period extending to December 30, 2025. Work will be performed on the NOAA Ship Gordon Gunter located in Pascagoula, Mississippi, with the ship providing meals during the contractor's onboard presence. The urgency stems from mission compromise risks and potential damage to recently repaired shaft components that could necessitate expensive emergency drydocking if repairs are delayed.

Notice text

NOTICE OF INTENT TO SOLE SOURCE

NOAA's Marine Operations Center, Acquisition Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1); with SUBSEA GLOBAL SOLUTIONS LLC, 12062 NM 27th AVE Miami, FL 33167 for repairs to NOAA Ship Gordon Gunter STBD Properller.

Sole Source Justification

Missions are compromised without repair. Risk of continued operation damaging recently
repaired shaft liners/seals/etc. that can only be repaired by returning the ship to drydock.
Such damage would also result in an emergency drydocking at great expense to the
government.
This vendor has already inspected, performed minor repairs from other contractor’s work,
and understands the scope of work for these aged and not readily available propellers. This
vendor has completed repairs and modifications to similar low-noise propellers for MSC on
similar classed vessels with aged and worn propellers.
