About this file
This document is a Single Source Determination form for a maritime propeller repair contract. The Department of Commerce's NOAA OMAO Field Delegates requires urgent repair of a damaged propeller for the NOAA Ship Gordon Gunter, with a planned performance period of 16-18 August 2025. Subsea Global Solutions US Gulf Coast Diving LLC is the sole source vendor, with an estimated contract value between $45,000 and $90,000. The sole source justification is based on the vendor's specialized expertise, prior inspection and minor repair work, and unique capabilities in repairing aged, low-noise propellers for maritime vessels. The contract is being pursued under Simplified Acquisition Procedures due to urgent mission requirements and potential risk of further ship damage if repairs are not completed promptly.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Urgency – The nature of the requirement has been deemed urgent due to unusual and compelling circumstances. Following competitive procedures would result in unacceptable delays resulting in serious injury to the Government.
Missions are compromised without repair. Risk of continued operation damaging recently repaired shaft liners/seals/etc. that can only be repaired by returning the ship to drydock.
Such damage would also result in an emergency drydocking at great expense to the government.
This vendor has already inspected, performed minor repairs from other contractor’s work, and understands the scope of work for these aged and not readily available propellers. This vendor has completed repairs and modifications to similar low-noise propellers for MSC on similar classed vessels with aged and worn propellers.
This work requires extremely specialized expertise, equipment, experience, processes, regulatory approvals, certified divers, etc.
5. Market Research.
Contacted marine dive companies to find potential experienced repair companies. Completed extensive online searches to find vendors with Classifying Body approvals experienced in this repair. Discussed capabilities, time to repair, previous experience, and repair methods with multiple vendors.
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

7. Determination
I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
