About this file
This Statement of Need details requirements for repairing the starboard propeller of the NOAA Ship Gordon Gunter, located in Pascagoula, MS. The document specifies procuring a professional underwater propeller repair firm with ABS approvals to address noise, vibration, and blade issues on an approximately 8-foot diameter propeller. Key requirements include developing a repair plan for ABS and NOAA approval, taking pre- and post-repair measurements, polishing as necessary, and ensuring propeller balance.
The period of performance is set for 16-18 August 2025, with alternate dates possible through 30 December 2025. The repair objectives include reducing motor loading, eliminating blade cavitation and propeller "sing," and resolving current vibration frequencies. The contractor will be required to be onboard for an underway test on 17 August 2025 to verify repairs, with meals provided by the ship. The technical point of contact is the GU Port Engineer, Lucas Chapman, with contact information provided in the document.

STATEMENT OF NEED
for
MODS to NOAA SHIP GORDON GUNTER to
Repair Starboard Propeller
1.0 Purpose: This Statement of Need contains requirements for a professional propeller repair firm to repair subject propeller while attached to vessel, underwater, in Pascagoula, MS. Vessel is ABS classed and procedures and repair must be approved by ABS and NOAA. Vendor must have approvals prior to performing work. Contractor must be firm with documented past performance performing similar repairs and with ABS approvals. NOAA will fund ABS separately for review and for inspection if required.
2.0 References: Limited documentation available upon request.
3.0 Government Furnished Material: None additional.
4.0 Requirements:
4.1 Procure the services of a professional underwater propeller repair firm with ABS approvals to remove propeller noise and vibration. Propeller diameter is approximately 8 feet. STBD propeller blade #1 was apparently overground and has remedial shape work performed to attempt to mitigate issues.
4.2 Provide repair plan for review by ABS and NOAA as soon as practicable, prior to work start, if the plan has not already been provided. Approval of procedure is required prior to start of work on vessel.
4.3 Repairs to be performed in Pascagoula, MS.
4.4 Successful completion of complete repair will demonstrate reduced motor loading, elimination of sporadic blade cavitation, elimination of propeller “sing,” and elimination of current (newly developed) measured shafting/electric motor vibration frequency experienced while underway.
4.5 The Contractor will take and provide measurements prior to repairs, and post repairs of subject blade and undamaged blades on same propeller prior to any testing. Measurements and Readings to be provided immediately after being taken. Measurements post repair must demonstrate successful and complete repair.
4.6 Contractor to polish as necessary, take note that the vessel just came from dry dock, where propellers were polished, and propellers were inspected and cleaned again in later April 2025.
4.7 Contractor to ensure propeller balance, and elimination of noise and vibration.
4.8 Vessel will be able to have an underway 17AUGUST2025 to test repaired propeller. Contractor to be onboard for underway post repair, and to perform and any edge and or blade work found needed after testing.
4.9 Meals for contractor to be provided by the ship for the testing and underway period.
5.0 Period of Performance:
5.1 16-18AUGUST2025, is the available window for any inspections and repairs.
