About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 is seeking construction services to repair the Fort Thomas Domiciliary building envelope located at the Cincinnati VA Medical Center. The procurement encompasses infrastructure upgrades including repair of a degrading parapet roof with comprehensive waterproofing and structural repairs, integration of a compliant lightning protection system, and front patio accent wall restoration. Work requirements include general contracting surveys, minor demolition, structural framing, waterproofing, electrical grounding, and finishing services to address water infiltration, structural failure, lightning damage, and environmental hazards such as moisture penetration and energy inefficiencies. The solicitation is expected to be issued on or around November 26, 2025, with responses due by 16:30 Eastern Time on that same date. No specific evaluation criteria were detailed in the presolicitation notice, though the project falls under NAICS code 236220 (Commercial and Institutional Building Construction) and PSC code Z2DA (Repair or Alteration of Hospitals and Infirmaries).

This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), restricting competition to qualified firms within that category. The construction magnitude is estimated between $25,000 and $100,000, with the project scope focusing on approximately 700 linear feet of roof penthouse perimeters and approximately 870 square feet of front patio accent wall restoration. The performance period spans 122 days following Notice to Proceed, requiring coordination to minimize disruption to facility operations and potentially necessitating temporary utility shutdowns or weekend work. No incumbent contractor information was provided in the presolicitation notice. Interested firms should note that responses must be submitted by November 26, 2025, at 16:30 Eastern Time, with the solicitation number designated as 36C25026Q0047.
