About this opportunity

The Tennessee Army National Guard's 134th Air Refueling Wing is procuring comprehensive fire monitoring system replacement services at McGhee Tyson Air National Guard Base through solicitation W50S98-25-B-A005. The project involves designing and installing new Monaco radio-based fire alarm and mass notification systems across approximately 50 buildings, replacing existing addressable fire alarm devices with omnidirectional antennas, speakers, strobes, spot smoke detection, manual call points, and associated electrical components. Contractors must provide a Qualified Fire Protection Engineer (QFPE), NICET Level 4 certified technicians, and comply with UFC 3-600-01 and NFPA standards for system design, installation, testing, and integration with existing subsystems. The government intends to award without discussions based on lowest price technically acceptable criteria, with bids originally due July 31, 2025, but extended to August 6, 2025 following amendments. Questions were due July 24, 2025, with the government providing clarifications and additional documentation including pre-fire plans and building drawings to support contractor preparation.

This procurement is designated as a 100% small business set-aside with a firm fixed price contract structure and includes performance and payment bond requirements. Three contractors submitted bids at the August 6, 2025 opening: Torah Federal Systems LLC ($4,201,420.74), PAW Construction Company ($6,297,700.00), and Wright Contracting ($9,578,000.00), with government estimates ranging from $4.2 million to $10.8 million. The contract includes a 730-day performance period (extended from the original 365 days) with work scheduled Monday through Friday between 0700-1700 hours, excluding federal holidays. Performance will occur at McGhee Tyson Air National Guard Base in Louisville, Tennessee, with work spanning multiple facility types including dormitories, operations centers, maintenance buildings, and administrative facilities. The contract includes liquidated damages of $590.46 per calendar day of delay and requires coordination with base security protocols for access to occupied military facilities.
