#QuestionsAnswers
Sheet FA002 indicates buildings 207,405 & 418 as part of the scope but sheet G-002, the drawing list, does not have these listed in the index nor are there plan sheets included with the other sheets. Please provide these sheets if they are to be part of the bid.Building 134 FA replacement is being performed under a ongoing Renovation project and is not included in this scope of work.

Building 207 is not in the scope of work.

Building 247 is a part of Building 246 and does not have a dedicated fire alarm system. At the time of the project survey there were no fire alarm devices in the building.

Building 405 is the Billeting Office System was indicated to be replaced however the building was not included in the scope of work according to the Basis of Design. Per UFC 3-600-01 and NFPA 101 a fire alarm system is not required in the building Building 418 is part of 414-418 labeled as TEC on site plan See sheets FA 414.

Building 90103 Building number is not within the scope of work. Please indicate where this building number occurs and what the building is.

Sheet FA001, general notes 2,9, 25 & "Mass notification system design criteria" notes 1-8, talks of us doing the project pretty much as a design build project, the plans call to work on the HVAC mechanical systems, fire sprinkler tamper and flow switches, elevators & gas appliances. These are not indicated on the drawings. For us to get quantities for these items we will need as-builts for all of the buildings ASAP. If as-builts aren't available we would need to walk each room and roof of each building, if that is the case we would need the bid date pushed out a month. Not all buildings have fire sprinkler systems. Those that do have input modules show as new with tamper and flow switches shown as existing to remain. The actual tamper and flow switches are non-addressable and can be connected to any manufacturers addressable module. the same is true for control modules. See General Note 11. The Government must provide "As-Built" Drawings. Jacobs has a few however they are generally limited to the locations of fire alarm devices. The contractor is advised to walk the facilities that are of size and may have interconnections with other systems or subsystems
comment; Also I have heard from a handful of fire alarm contractors that 365 days is about a year shorter than what will be needed. I think 730 days for this project is needed and probably still tight. After NTP we can't just start work in the field, the specs mandate that we have to do our own plans, engineering and approvals prior to starting, not work off the bid set drawings, so that is a 4-5 month process before boots on ground. Also we can't do all buildings at once, first we need the central D21 receiving station up and running, (while we demo the couple of buildings that don't get a new system) then we start on a few buildings at a time, these are occupied buildings so some will need careful scheduling and will go slow, i.e.. dorms, headquarters, 132 Squadron Operations etc. There are several buildings where work could be done concurrently such as Demo of 123 (no new system required) new central station receiving station in the Fire Department and back up station in PoP to be extended to 730 days.
Will the Government please provide a 3-week extension to allow adequate for time to adjust proposals after receiving answers to questions on July 25?Extended to 6 August.
Drawings indicate existing conduit, and conductors are to be utilized where possible. This would require the existing FACP’s to be removed before the new FACP is installed and would require as-built drawings to determine pathways of existing conduit. Will the Government please provide all current as-built drawings that annotate the existing infrastructure?Government may have actual as-builts however most "as-builts" provided to JACOBS consisted of previous device placement only. If conduit and conductors cannot be used then new equipment would be needed. There are limited or no as-built drawings as previous contractors never provided such. Please note the provision of accurate AS-BUILT drawings is a requirement prior to acceptance testing for this project. Areas where the conduits are behind walls dropping to notification or initiation devices should be easy to identify and reuse. areas where conduit is in plain view and easy to trace such as open areas mechanical rooms etc. should also be straight forward to reuse.
According to FA001, general note #11 requires the General Contractor to obtain a printout of the existing fire alarm program to determine any unseen devices. Will the Government please provide a detailed printout of the existing fire alarm system to identify any unseen devices? The Government is unable to provide this.
Some of the drawings indicate text displays are required at all significant exits. Will the Government decide whether the exit text displays are scrolling or unscrolling?Yes, Typically the CE at TNANG prefers to omit the signage however it was required to be shown in the design per UFC 3-600-01. This is an issue the Government must determine.
Specification 28 31 79, section 1.3.1.b, page 4 indicates Contractor may obtain copies of any as-built fire alarm drawings on record from engineer if available. Will the Government please provide the referenced as-built drawings?Due to the number and size of the drawings, the Government will provide when able to the Awardee on a building by building basis.
Will the Government confirm that there is a clear line of sight between planned antenna locations? With an installed antenna on each building and the receiving antenna on the fire department there should be a clear line of sight.
Will the Government confirm that all existing conduits are compliant?Contractor shall bid based off Drawings and Specs.
Will the Government accept proposals that have a 2-year period of performance?PoP to be extended to 730 days.
Will the Government accept proposals that go beyond a 1-year period of performance?PoP to be extended to 730 days.
Can we please get copies of the annual inspection and test reports for each building fire alarm system? These should have all fire alarm device counts.See attached "Tang Report 2024".
Do the drawings show where all duct detectors are required? If not can they please be added? The design was based on previous design documentation from other installations. There may be additional duct smoke detectors. The contractor is responsible for locating the devices.
The drawings do not show locations requiring access control maglock override, please add to drawings.Contractor must locate the security panel for the building and provide the necessary control modules for interruption of power or signal to the doors.
Spec page 193 Section 28 31 76 1.3.1 e The building fire alarm mass notification system must capture the building paging - PA system is one is provided. If the existing PA system amp is not compatible with the FMCP for audio output or input it must be capable of being shut down temporarily by the FMCP during announcements. A.The drawings do not show which building require PA sound system override, please provide locationsAccess control is limited to Security Forces Building (120) and data Communications Building and Reserve Forces Training (263) CommFLT/INT Storage (125) and 9000 series buildings. Locations of devices must be located by contractor from electrical drawings that may be provided by Government. Jacobs has drawings for some buildings
Sheet FA001, General Fire alarm plan Notes item 2 CONTRACTOR SHALL PROVIDE ALL EQUIPMENT, LABOR, SUPPLIES AND EQUIPMENT NECESSARY TO DESIGN AND PROVIDE A COMPLETE FIRE ALARM SYSTEM REPLACEMENT IN ACCORDANCE WITH THE APPLICABLE CODES REFERENCED HEREIN FOR EACH BUILDING IN THIS PROJECT. THE EXCEPTION TO THIS REQUIREMENT ARE THE FEW BUILDINGS WHERE THE SYSTEM IS TO BE DEMOLISHED AND NOT REPLACED. A. I want to clarify a concern regarding the assignment of design responsibility. When a full set of engineered drawings and specifications is provided for bidding, it is generally understood that the design responsibility rests with the design professional of record. The note on the drawings (specifically Note 2) appears to place the burden of both design and installation on the contractor. This creates ambiguity, as it conflicts with the typical design-bid-build process where the contractor bids and builds per the engineer’s design, and does not assume design liability unless specifically contracted to provide a design-build service. In this case, if the intent is for the contractor to be responsible for code compliance in terms of coordination and execution—not for the actual system layout or design parameters—then the note may need to be revised for clarity. If, however, the contractor is being asked to provide a performance-based or design-build solution, this should be clearly stated in both the drawings and the contract documents, with roles and responsibilities explicitly defined. For the sake of risk management, project clarity, and fair bidding, I recommend aligning the note with the actual intent of the contract structure. B. Please note, There are several other places in the specifications listed where contractor is listed as responsible for design as well. The Contractor is responsible for providing a code compliant design and providing a QFPE (Fire Protection Engineer Responsible) per UFC 3-600-01. Fire alarm systems are more of a delegated submittal with the Contractor/designer being provided with criteria and general device layout
Drawing FD 100A under scope of work Please show locations where this is required.FD100 is not shown on the main spread sheet- it is also known as 901100A
The specifications in some areas call for existing systems to remain working until new system is functional and approved, but also say limit FA system downtime. Can a list be provided of which building require the system to remain active until the new is in place and approved? And which buildings can be replaced with new and be without fire protection during the replacement? No contractor must evaluate during design if it can be done. It will be obvious which buildings can be removed from service- This would include buildings that are of limited use and low hazard. An example may be the band practice building
Spec 28 31 76 1.3.2 Qualified Fire Protection Engineer (QFPE) Services of the QFPE must include: Reviewing SD-02, SD-03, and SD-05 submittal packages for completeness and compliance with the provisions of this specification. Construction (shop) drawings and calculations must be prepared by, or prepared under the immediate supervision of, the QFPE. The QFPE must affix their professional engineering stamp with signature to the shop drawings, calculations, and material data sheets, indicating approval prior to submitting the shop drawings to the DFPE. A. Can this be done by a NICET 4 ? Or is a QFPE required?Per UFC 3-600-01 a QFPE is required. It is the Contractors responsibility to provide a QFPE as defined by UFC 3-600-01. the QFPE Qualifications must be submitted as one one the submittals per specifications.
There are buildings that appear in the Technical Exhibit 3 document, but don’t have any supported drawings. Will the Government confirm that the following buildings are in scope? If the buildings are in scope, will the Government please provide As-Built Drawings?
a.Bldg. #134
b.Bldg. #207

Building 90103 Building number is not within the scope of work. Please indicate where this building number occurs and what the building is.

Will the Government confirm it is acceptable to have coordinated downtime during system cutover to reuse existing infrastructure, reduce cost, and streamline the schedule? If "Cutover" means the disconnection of one system and the acceptance of another the downtime must be preapproved by the BASE CE, Fire Department and PM. There are some buildings where this could readily be allowed if they are not occupied or if occupant load is minimal and a fire alarm system would not normally be required. Contractor shall bid based off of Drawings and Specs.
In the dormitories there are Smoke CO detectors with sounders. Will the Government please confirm these detectors need to be low frequency?Refer to UFC 3-600-01 9-18.6.3 Audible and Visible Notification Appliances.
Can we get asbuilts for all the buildings being up graded?Due to the number and size of the drawings, the Government will provide when able to the Awardee on a building by building basis.

Due to the number and size of the drawings, the Government will provide when able to the Awardee on a building by building basis.
FA101, Bldg. 101, the scope of work indicates that mass notification is not required, however the drawings are laid out with speaker/strobes and the sequence of operations indicate the system playing a fire alarm and a CO message as if it is mass notification. Does building 101 need to have mass notification or shall it be a standard horn/strobe system? The building does not require a Mass Notification system. Building should utilize horn strobes and if a CO detector is required it must sound a general alarm and signal the fire department with a specific CO alarm annunciation.
The plan provided for Building 125, FA125, appears to not be the correct scale. Can you please confirm if the scale on the provided drawing is correct? If the scale is incorrect, can you please provide a plan that is to the correct scale?Scale is incorrect Scale should be 1/4" = 1 foot. Please male note and adjust measurements in your work as necessary. A new drawing will not be issued for bidding unless directed by Government
Can the Site Superintendent, Quality Control Manager (QC) and Safety Manager be the same person, i.e. perform triple hat services? Or, can the QC and Safety Manager be the same person and perform dual hat services?Yes
Building 240 – There are no LOC’s indicated on provided plans. is this correct or just an oversight and signs need to be placed per UFC requirements?MAAP-X should be specified with a LOC - Yes an LOC is required on both levels of THE office area
Building 242 – Is the entire building classified as explosion proof or is it only the warehouse?New system is not required to be explosion proof
Building 242 – For clarification, is the existing special fire suppression in the warehouse / hazmat storage room to be locked out and tagged out permanently with no connection to the new fire alarm system? The building requires sprinkler protection only. Lock out tag out function responsibility is unknown.
Building 242 – Are any LED Mass Notification Text Display Signs necessary in explosion rated area?new design plans do not indicate MNS- the Matrix of operations title does indicate MNS however that is a generic title and not system design-
Lisa, Justin, on the FD sheets note #5 calls for reusing conduits and conductors whenever possible to lessen impact to the building.

I think the only way to do this is to take down the existing system while we are installing the new.

Is this acceptable? There are situations where this will not be necessary. Many components can be installed ahead of time without shutdown of existing systems. It is preferable to reuse conduits behind walls. Where necessary a system shut down should be able to be coordinated for minimal down time. Several buildings could reuse existing conductors and conduits with the remaining disconnection of existing monitor or control modules and connection of new devices being held until the end.
Is building 100M part of 90100? If not, where is it?Building 100 M is shown on site drawing as Building 100
Would it be possible to extend the bid date a couple of weeks to allow for all questions to be answered and additional site visits performed?Bid date will be extended
Building 264, the Scope of work and Note-1 call for a MAAP+ fire alarm panel indicating the building does not require mass notification, however, General Note 3 and the NAC devices placed on the drawing scall for speaker/strobes indicating the system should have Mass Notification. Does Building 264 need to have Mass Notification or shall it be a standard horn/strobe system?System should have no MNS occupant load is under 11. Utilize horn strobes
Building 323, the Scope of work and Keynote-3 call for a MAAP+ fire alarm panel indicating the building does not require mass notification, however, General Note 3 and the NAC devices placed on the drawing scall for speaker/strobes indicating the system should have Mass Notification. 42Building 404, FA404 in room 104 and LOC is shown with Keynote 9. There is no Keynote 9 listed on the sheet Keynotes, please clarify what this note is.The LOC with Key note 9 in Room 104 should be disregarded. LOCs are located in the West and southeast entry ways.
Building 412, FA412 – Keynote 4 states to put 177cd strobes in all ADA sleeping areas, can the government provide the quantity of ADA rooms in Building 412?Assume two ADA rooms for purposes of design
Building 416, FA416 – in room 108 is shown a Keynote 10 symbol, however there is no Keynote 10 listed on the sheet notes. What is Keynote 10?We are not completely positive however we believe the control modules were to be noted as to be provided at the AHU controllers.
Bldg. 1812, FA1812 – Sheet Keynote-1 says to provide a MAAP+ fire alarm panel indicating the building does not require Mass Notification, however the drawings and the riser diagram both show speaker/strobes. Please clarify if this building requires Mass Notification or not.MNS is not designed for this building. The building is not normally occupied. Disregard speakers and assume horn strobes.
Building 102, FA102, this drawing has spaces indicated as Secure Spaces, but they do not show a Monaco Sub Panel in these spaces as other buildings do. Is it allowable to cross the secure area boundaries in this building with copper / speaker cabling?Yes, further documentation is only required for SCIF space.
The Central receiving system (D-21), please confirm that it will be anticipated to have both Fire Alarm Receiving and Mass Notification functions integrated? That is the intent of the design, however it does not include base wide giant voice high power MNS
During the site visit, it was discussed where the primary and backup central receiving system will be installed. Please confirm if the installation locations are going to be IAW the project specification for the primary at building 124 (1.2.1 (b)), and the backup still planned to be building 132 (1.2.1 (f)). This would be consistent as it would provide building 132 access to the Mass Notification features of the system.Backup receiving station to be installed in Bldg 120. See drawing FA120
If the backup receiving system is to be installed in building 132, please confirm installation location(s) within that building.Backup receiving station to be installed in Bldg 120. See drawing FA120
The training time for maintenance personnel seems to be covered under both 3.6.1 and 3.11.2. Please confirm if this can be combined into one set of training? Or if these are for different personnel to be trained? These are two separate sections 3.6.1 is for operation of radio equipment and receiving station and 3.11.2 is for technical training. Where they can be combined or be covered concurrently that is preferable however the training is aimed at different personnel.
Will the government require the contractor to follow UFC guidelines?Yes unless specifically directed by Government the project requires conformance with UFCs.
Will the government require NICET certified technicians to complete the installation to adhere to UFC guidelines?Yes. See Specifications
Will the government’s maintenance contractor or personnel be responsible for tying in any subsystems connected to the fire alarm systems? (i.e. HVAC, Security, Sound Systems, Access Control, Giant Voice, Sprinkler, Special Hazard, etc.) This would alleviate any concerns about subsystem warranties and liability. No Connection of subsystems hvac etc. will be by contractor as it generally only entails connection of conductors to control or monitor modules.
If the contractor will be responsible for system tie in, can the government provide a list of subsystems per building that will need to be tied into the fire alarm? The subsystems are indicated on design drawings.
Will the facilities need to be brought up to current code requirements?Where a fire alarm system is being replaced the new system must comply with UFC 3-600 and the referenced NFPA codes and standards unless specifically directed in writing by the Government.
Will the facilities need to have mass notification installed? Please refer to design drawings and scope of work .
In order to provide an accurate bid package, contractors will need to have drawings of the current fire alarm installation. Can the government provide drawings? The Government is unable to provide this.
If no drawings are available, can the government provide CADD drawings of the building floor plans?Due to the number and size of the drawings, the Government will provide when able to the Awardee on a building by building basis.
Can the most current FULL fire alarm inspection report be provided for each building? The reports should have counts of the devices on each fire alarm.See attached "Tang Report 2024".
During the site visit it was mentioned that a secondary site visit would be scheduled for contractors to conduct a more detailed inspection of the buildings. Can the government provide a date and time for the next site visit?Contractor can coordinate site visits any time with COR / KO via emails listed on Site Visit Sign In Roster.
During the site visit, multiple trouble conditions were noted on the fire alarm systems. Will the trouble conditions be rectified prior to the installation of the new systems? If we are to utilize existing circuits and/or devices, this would add to the cost to troubleshoot and repair. If trouble conditions are due to conductor issues then of course the conductors could not be reused. Typically the trouble conditions are due to devices, panel issues or connections to subsystems. Circuit faults, ground faults etc. would require new conductors or conduits
Will there be any locations that will need fiber connections?Refer to Specifications. System is to be Radio Transmission.
Will connecting to ADHOC be required? Please indicate what ADHOC is
If connection to ADHOC is required will the contractor be responsible for the tie-in or will the ADHOC maintenance contractor be responsible? Please indicate what ADHOC is
Are there any SCIFs that will need to have devices installed in?Contractor must Review fire alarm plans for locations and designs
If there are SCIF’s, can the government provide the locations and number of fire alarm devices in each (including initiating and notification devices)?Contractor must Review fire alarm plans for locations and designs
Currently the conduit is not painted red for the fire alarm. Will the government require any new conduit to be painted red in color?New conduit must follow UFC 3-600-01
The solicitation states a period of performance of 365 days. This is extremely aggressive. The submittal process and material lead time could be as much as 6 months. Can the government agree to an alternate period of performance of 18-24 months?PoP to be extended to 730 days.
The due date is 6 days after the submission of the questions for clarification. This does not give the contractor enough time to dissect the answers once the government has posted the responses. Can the government provide a 3-week extension to the due date once the responses to all the questions are posted? This will give the contractors time to provide a more competitive bid package and time to mail the package in.Extended to 6 August.
Scope of work document has two extra buildings that is not on the drawings site plan building list FA002 (Buildings 264 & 90103). There are drawings for Building 264 but not on site plan list. As for 90103, there are no drawings and no on the building list only scope of work document. Is 264 & 90103 to be included in the bid and if so can we get the building list revised to reflect this?265 is in package and should be bid, 90103 is a haz mat storage shed that is not in bid list
The drawings and building list sheet FA002 show building 90100 but this building is not on the scope of work document. Is this building included in the bid?90100 is Building 100A

During testing and setting off notification devices, can this be done during normal business hours with coordination or does this have to be done after hours?Work is not required after hours. After hour work must be coordinated in advance. Testing should be coordinated in advance.
Section 01 30 00, paragraph 1.10 MOBILIZATION: Stats having equipment within 60 days, does this include all materials/equipment for every building?Contractor should strive to have submittals submitted for review within the first 60 days. The Government understands that long-lead item materials may not be able to be procured and on site in this time frame.
Section 01 32 01.00 10, paragraph 3.3.3 PROCUREMENT ACTIVITIES: Who is responsible for the mechanical systems, testing & air balance, air and water balancing, fire protection (sprinkler), building commissioning plans.General Contractor is responsible.
Who is responsible for coordination and procuring the respected companies on the landing of the cables for the mechanical systems, access control systems, any suppression system panels, and elevators. Are those companies responsible to be at the inspections/testing?unless there is a safety issue it is the contactors responsibility to turn over a complete code compliant operable fire alarm system including interconnection to controllers, doors, subsystems etc. however most of that is by modules and swapping contacts should not be an issue . for connection to suppression subsystems the contractor ensure the subsystem is safe to prevent accidental discharge
Will CAD (DWG Files) be available for all buildings once project is awarded?CADD drawings can be available for most buildings once project is awarded.
Please provide a list of buildings to be demoed and not requiring a fire alarm upgrade.Refer to drawings- Building 123 may be the only facility.

It appears that all interconnect between buildings will be RF and no underground replacement or site work required. Please confirm.Correct- other than the few buildings that have devices connected to an adjoining or immediately adjacent building. Thos situations are clearly noted on the design drawings
Will the periodic schedule update meeting be onsite or by tele-conference?The Government expects a representative from the General Contractor to be present onsite for Bi-weekly progress meetings. Tele-conference may be held by exception, when necessary.
Will the weekly progress meeting be onsite or by tele-conference?The Government expects a representative from the General Contractor to be present onsite for Bi-weekly progress meetings. Tele-conference may be held by exception, when necessary.
Must the CQC System’s Manager (spec section 01 45 00 / 3.4.2) have a graduate degree or will a CQM certification be sufficient since this is a design-bid-build project with an engineered design?CQM is acceptable
Will a fire watch (provided by the contractor) be required in building’s that cannot utilize the existing system during new system install? This will be determined and executed by the Government if necessary.
In the specifications in Section 28 31 76 page 29, under heading 2.13 Addressable Interface Devices -- It states that initiating device must be configured as Class “A” in sleeping quarters and Class “B” in all other locations. There is no reference to this in the drawings. Please confirm this is what is required.Follow specifications
The current drawings provide no ceiling heights and ceiling types. Can reflective ceiling plans be provided with ceiling heights and types?Drawings are available for some buildings, but not all. Due to the number and size of the drawings, the Government will provide when able to the Awardee on a building by building basis. GC is responsible to Field Verify.
In the specifications in Sections 01 11 00 Page 2, under Project Description it states, “Where building is considered as low occupancy or non-occupied, or the base allows, the system may be removed from service during installation.” Does this mean it does not need to be actively monitored by a F/A system while new installation is going occurring? If so, please provide a list of buildings that can be removed from service and not actively monitored during new F/A system installation.Base CE and fire department must determine which buildings may be left without fire alarm coverage during construction.
In drawing FF001 Detail D4, Conduit through rated Wall penetration, please confirm this is required for rated wall penetrations. Can locations of rated walls be provided?Drawings of fire rated walls are not available. For bidding I recommend assuming all walls that extend above the ceiling are fire rated. Contractors QFPE can make the final determination for design efforts.
In drawing FA125, please confirm the VESDA system is a new installation. Who is responsible for the system design? Can more detail be provided as to the design of the system?system will be a new installation by the fire alarm contractor and is to be designed by the contractor. Pipe layout will be by contractor.
In the specifications in Sections 01 11 00 Page 2, under Project Description it states fire alarm communication method is changing from fiber optic to radio.
