About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 seeks repair of Building 100's moisture barrier envelope at Anchorage VA Medical Center, with proposals due June 30, 2026, at 11:00 AM AKDT. The procurement is a 100% HUBZone set-aside, limiting competition to certified HUBZone small business concerns. Amendment 001, issued June 23, removed subcontracting limitations and commissioning scope requirements.
Place of performance is Anchorage, Alaska. The project involves correction of moisture intrusion at various exterior and interior locations, removal and replacement of metal panels, corrugated siding, stair assemblies, atrium curtain wall, and glazed sections, along with installation of new insulation, roofing membrane, and a cooling-only fan coil unit in Stair 03 with DDC controls. The performance period is 10 days to begin work and 240 calendar days to complete, with winter suspension before freezing temperatures and spring restart likely in early April 2027. Work must comply with 2020 National Electrical Code, 2018 International Mechanical Code, VA Facility Standards, and VHA Infection Control Risk Assessment (ICRA) protocols ranging from Level II to Level III precautions depending on work location and patient risk. All workers require OSHA 10-hour certification and a competent person on-site; contractor personnel must comply with VA information security rules of behavior and PIV badge requirements.
The contract value is between $5 million and $10 million under NAICS 236220. Award includes mandatory performance and payment bonds plus minimum insurance requirements: Workers' Compensation, $500,000 General Liability, and $200,000 Automobile Liability. Key personnel must meet specified qualification thresholds: Project Manager (five years' construction management experience, bachelor's degree), Site Superintendent (five years' team management experience, OSHA training), Quality Control System Manager (five years' similar experience with engineering degree and Certified Quality Manager certification or Six Sigma Green Belt/Black Belt), and Safety and Health Officer (30-hour OSHA Construction training and five years' safety experience or three years with relevant certifications). Evaluation uses best value procedures weighting Key Personnel and Technical Approach approximately equally at highest importance, Past Performance at intermediate importance, and Price at lowest importance. Offerors must provide minimum three past performance projects within five years, at least two demonstrating moisture barrier installation on building envelopes. The mandatory pre-site visit is June 4, 2026, at 2:00 PM AKDT; questions are due June 10 at 12:00 PM AKDT. The bid guarantee is 20 percent of bid price or $2 million, whichever is less.
