About this file

This is Amendment 001 to a Request for Proposals (RFP) for Project 463-21-101, Repair Building 100 Envelope Moisture Barrier at Anchorage VA Medical Center. The amendment, issued by NCO 20 Network Contracting Office on June 23, 2026, extends the proposal due date to June 30, 2026, at 11:00 AM AKDT. Key modifications include: removal of Attachment 9 (Limitation on Subcontracting requirement); elimination of commissioning requirements with instructions to ignore Section 01 91 00 General Commissioning Requirements and Section 23 08 00 Commissioning of HVAC System; clarification that bid guarantee shall be 20 percent of the bid price or $2,000,000, whichever is less; and attachment of questions and answers addressing contractor inquiries regarding commissioning scope, bid due dates, personnel qualifications, equipment responsibility, antenna operations, roof protection, and subcontracting set-asides.

The Questions and Answers section clarifies that commissioning will not be required for this project, reaffirms minimum qualification requirements for project managers and QCQ system managers cannot be substituted with additional experience, confirms the contractor is responsible for moving interfering equipment or materials, requires contractor notification to VA before work near antennas, specifies standard roof protection practices apply, and corrects the bid guarantee provision. All terms and conditions of the original RFP remain in effect except as modified by this amendment.
