About this opportunity
The Department of the Army National Guard (126 Air Refueling Wing at Scott Air Force Base, Illinois) seeks comprehensive repairs to the concrete apron, asphalt shoulders, and airfield markings, with quotes due September 18. The procurement is a total small business set-aside.
Place of performance is Scott Air Force Base, Illinois (South Drive). Work is organized into four contract line items: concrete apron joint sealant replacement (approximately 120,000 linear feet), crack repair (approximately 1,000 linear feet), and spall repairs (approximately 500 square feet); asphalt shoulder milling and overlay (approximately 14,500 square yards); airfield marking removal and replacement (approximately 35,000 linear feet with retro-reflective paint per Federal Specification TT-P-1952); and POL asphalt road repair (approximately 550 square feet including potential culvert replacement). The project magnitude falls between $1,000,000 and $2,000,000. All work must comply with UFC, FAA, NFPA, and OSHA standards and be completed within a 90-day period of performance, though contractors may propose alternative schedules for evaluation. Contractor must commence work within ten calendar days of receiving Notice to Proceed.
Construction wage rates follow Wage Determination IL20260017 (Davis-Bacon Act). Performance and payment bonds are required; bid guarantee is not required. Evaluation weighs Technical Capability/Experience and Past Performance combined at approximately 50% each, with Price at approximately 50%. NAICS code 237310 applies with a $45 million small business size standard. Mandatory site visit was September 9. All contractor and subcontractor employees must complete Antiterrorism Awareness Level I training within ten calendar days of contract start and present REAL ID-compliant identification for base access. Solicitation number is W50S7S26Q0031. Recent amendments clarify airfield marking material options (Type I or Type III glass beads), on-base staging location for paint debris removal, and correct notice ID.

Amendment 6: Adding some clarifcations.
Q1: The airfield markings scope says to reference UFC 3-260-04 Chapter 6 for standards. Within that guideline, there are several options listed under the material selection in Chap 6, Section 3-3.3. The types range from Type I, Type II, Type III, Type IVa & Type IVb. While Type I is the most common for this project application, will you please clarify which type is required for this project?
A1: From researching the different glass bead options and receiving feedback from the Airfield Manager, the government is requesting that the contractors provide pricing for two options. The first is using Type I glass beads. The second is using Type III glass beads. Both of these options work with Type I, II, or III paints.
Q2. Is there a place on 126th property where this waste can be dumped and staged for a short period to reduce the travel time of the vac truck? Or shall we plan on hauling everything off base right away?
A2: With regards to a second question, the contractors can plan to use an area near the TDY parking lot to dump and stage removed paint debris from the vac truck. Loading out directly will not be necessary. Please see the uploaded screenshot of the TDY parking lot.
