About this file
This is a Questions and Answers document dated 9 September 2026 for solicitation W50S7S26, addressing clarifications on the Performance Work Statement (PWS) for airfield repair work at Scott Air Force Base, Illinois.
The document clarifies four contract line items (CLINs): CLIN 001 addresses concrete pavement deficiencies and crack repairs using a Government-provided 2026 Ramp Inspection Grid map, with approved high-strength, rapid-setting concrete patch materials required to meet AFCEC certification standards or equivalent performance criteria (the Dayton Superior HD 50 product referenced requires formal approval post-award). CLIN 002 involves asphalt shoulder milling and overlay work, with airfield lighting fixtures in the work areas to be either protected in place or removed and reinstalled by the contractor at no additional cost to the Government; pricing for fixture protection or removal/reinstallation should be included in the CLIN 002 bid. CLIN 003 pertains to airfield markings (referenced in the opportunity description but not detailed in Q&A). CLIN 004 addresses POL asphalt road and culvert repair, targeting approximately 550 square feet of asphalt restoration to repair a settled roadway section; the Government recommends scoping the culvert prior to excavation to determine if pipe replacement is necessary, with the objective to restore a flat driving surface and repair damaged subsurface piping if present, or alternatively address base layer compaction issues if the culvert is found intact. All repair work supports the 126 Air Refueling Wing's comprehensive airfield maintenance requirements.

Q&A
| Q: | CLIN 001 – Ramp Inspection Grid: The PWS states that concrete pavement deficiencies are identified in the Government-provided “2026 Ramp Inspection Grid.” The crack-repair section also refers to cracks identified with a “C” on the grid map. Please provide the 2026 Ramp Inspection Grid and confirm whether this is the same grid map referenced in the crack-repair requirements. |
| A: | It is the same grid map and is attached to this email. |
| Q: | CLIN 001 – Spall and Partial-Depth Repair Material: The PWS requires an approved, high-strength, rapid-setting concrete patch material but does not identify a specific product or minimum performance criteria. Would Dayton Superior HD 50 Horizontal Repair Mortar be acceptable for these repairs , subject to the formal product-data submittal and approval process after award? The product’s technical data sheet is attached for reference. If this material is not acceptable, please provide the required product or applicable performance criteria. |
| A: | The list of approved airfield rapid set concretes from AFCEC is attached. Applicable category is Parking apron and spall/small patch. Note: a product that is not certified can be used but must meet the salient characteristics of the products approved by AFCEC. |
| Q: | CLIN 002 – Asphalt Shoulder Mill and Overlay: During the site visit, we observed airfield lighting fixtures located within the shoulder areas identified for milling and overlay. However, CLIN 002 does not address the required handling of these fixtures. Please clarify whether the contractor is required to protect the lighting in place or disconnect, remove, and reinstall the affected fixtures. If removal and reinstallation are required, please also confirm under which CLIN this work should be included and paid. |
| A: | Fixtures are required for airfield operations, should be protected during construction, and fixtures damaged by construction activity will be replaced by the contractor. Remove and reinstall or protecting the lighting in place are both acceptable solutions. Pricing should be included in CLIN002 as this will only be required if CLIN002 is awarded. |
| Q: | CLIN 004 – POL Asphalt Road and Culvert Repair: Please provide a map or marked-up site plan showing the approximate location, alignment, and orientation of the culvert to be replaced. Please confirm whether the approximately 550 square feet of asphalt road repair applies exclusively to the area disturbed by the culvert replacement. |
| A: | The 550 SF is the estimated amount of asphalt that would be removed to repair the dip that has formed. The expectation is to repair the culvert that is underneath the asphalt, if it is found to be broken. The 375th Civil Engineer Squadron thought the issue was just a compaction issue and not a damaged culvert, but we want a line item included in the bid/contract for the worst-case scenario which is to replace the culvert. The objective of CLIN004 is to restore a flat driving surface and the aim is to repair damaged pipe (if any) that is underneath the asphalt as seen in the photo and perform a connection in the grass to the nearest undamaged section of pipe. It would be recommended to scope the pipe prior to excavation to confirm if the pipe is damaged. If the pipe is undamaged, the culvert repair could be de-scoped and the CLIN would be to repair the base layers of the road and pave a new ~550SF section restoring a flat driving surface. |
