About this file
This is a Questions and Answers document addressing clarifications regarding the Period of Performance, administrative timelines, Notice to Proceed (NTP) issuance, and proposal submission deadlines for the REPAIR Airfield Apron solicitation at Scott Air Force Base.
The document clarifies that while the Combined Synopsis-Solicitation references a fixed 90-day Period of Performance, contractors are permitted to propose their own schedules, which will be evaluated during the technical review phase of quote evaluation. Regarding the apparent conflict between Performance Work Statement Section 12 (requiring submittals 30 calendar days before installation) and Section 4(f) (requiring work to begin within 10 calendar days of receiving NTP), the government stated it will work with the awarded contractor to establish realistic timeframes, indicating flexibility in scheduling. The NTP will be issued either at the time of award or following a Pre-Construction conference, depending on the contractor's familiarity with base operations. The document also directs contractors to consult SAM.gov and the current solicitation for the definitive proposal submission deadline and time, noting that this information is required for posting on SAM.gov. No specific deadline date is provided in this Q&A document itself. The file serves as an amendment to the original solicitation and provides clarification on scheduling and timeline expectations for this airfield repair project.

Text version
1. Period of Performance: The “Combined Synopsis-Solicitation_W50S7S26Q0031,” RFO 52.212-1, paragraph (a)(4)(iii), specifies a 90-day Period of Performance. However, “Attachment 1 – Performance Work Statement,” Section 2(a), Schedule, states that the period will be proposed by the Contractor and negotiated with the Government. Please confirm whether the 90-day period is fixed or negotiable and whether it consists of calendar days or working days.
Answer:
Contractors will propose their own schedules, which will be evaluated during the technical review portion of quote evaluation.
1. Administrative and closeout time: PWS Section 12 requires submittals at least 30 calendar days before installation, while Section 4(f), General Conditions, requires work to begin within 10 calendar days of receiving the NTP. Given these requirements, please confirm that the 90-day period applies exclusively to field construction, with additional time allowed outside that period for submittal preparation, Government review/approval, preconstruction administrative requirements, and contract closeout.
Answer:
The government will work with the awarded Contractor to establish realistic timeframes.
1. Anticipated NTP: PWS Section 2(a), Schedule, establishes the NTP as the starting point for the Period of Performance. What is the anticipated NTP issuance date?
Answer: NTP will be issued during award or after a Pre-Construction conference, depending on the familiarity of the contractor with base operations.
1. Quote/proposal submission deadline: Neither the Combined Synopsis-Solicitation nor the PWS specifies the proposal submission deadline. Please confirm the required submission date and time, including the applicable time zone.
Answer: This appears false. SAM.gov requires Date Offers Due to even create a notice. Always check the most current solicitation to get the most current offer due date.
