The Department of the Interior National Park Service Midwest Region seeks repaint and repair stucco services at Scotts Bluff National Monument in Gering, Nebraska, with quotes due August 26 at 12:00 PM. This is a 100% total small business set-aside, foreclosing competition outside that category.

Place of performance is Scotts Bluff National Monument, Gering, Nebraska. Work encompasses four locations: the Visitor Center, Law Enforcement Building, Administration Building, and park boundary signs. Scope includes approximately 200 square feet of stucco repair over adobe blocks, 2,500 square feet of stucco repainting, 1,000 square feet of brick repainting, 240 linear feet of concrete bond beam repainting, 240 linear feet of exposed eaves repainting, three chimney repairs totaling approximately 100 square feet at the Law Enforcement Building, and 150 square feet of stucco on boundary signs. Work includes one door and four divided-light windows at the Visitor Center. The contractor must perform low-pressure washing not exceeding 600 PSI, substrate repair and replacement in kind, caulking of deteriorated joints, and color matching to existing finishes. All work must maintain the historic character of designated National Register structures and comply with the Secretary of the Interior's "Standards for the Rehabilitation of Historic Buildings." The stucco restoration contractor must have a minimum of five years of successful experience in comparable stucco restoration.

Period of performance is 90 calendar days from Notice to Proceed, with work scheduled during normal business hours (8:00 AM–4:00 PM Monday–Friday). The estimated project magnitude is between $25,000 and $100,000. NAICS code is 238140 with a small business size standard of $19 million. Award is anticipated August 2026, with performance beginning September 2026. Prevailing wage determinations apply under General Decision Number NE20260079. A payment bond of 100% of contract price is required within 10 days of award. Evaluation will be based on price, technical capability, and prior experience on historic structures, with offerors required to provide project narratives, schedules, and 3–5 references from similar projects completed within the past five years. Questions were due August 13; the original close date of August 24 was extended to August 26 by Amendment 0001 issued August 18. An organized site visit was held August 7 at 11:00 AM Mountain Time. This announcement is to amend the Solicitation in order to respond to vendor questions and update the Statement of Work for all interested parties in the "Repaint & Repair Stucco" Construction requirement at Scotts Bluff National Monument. Additionally, the "Questions and Answers" & "Statement of Work - Revised" documents are attached and replace previous versions where applicable. The Solicitation Close Date is extended FROM August 24, 2026 @ 12:00 PM TO August 26, 2026 @ 12:00 PM.

The solicitation and any amendments can be found and retrieved on SAM; www.sam.gov. Please complete the SF Form 1449 as instructed. All amendments must also be read - the SF 30 must be signed and returned once downloaded from SAM.gov.

THIS IS A NOTICE OF INTENT FOR REQUEST FOR QUOTE. This is a combined synopsis/solicitation for non-commercial construction services prepared in accordance with FAR Part 13. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

GENERAL INFORMATION:

This solicitation is a Request for Quote (RFQ) Solicitation issued on Standard Form (SF) 1442. Award of this contract will be made according to FAR Part 13 Simplified Procedures for Noncommercial Acquisitions. All references to "proposal" in this solicitation shall be understood to mean "quotation." Quotations shall be evaluated in an impartial manner and consideration given to those with the highest perceived value to the government.

The contract awarded as a result of this solicitation will be a firm-fixed price commercial contract/award.
