About this file

This is a specification section for painting and coating work in federal construction contracts (Section 09 90 00). The specification establishes requirements for surface preparation and field application of paints, stains, varnishes, and other coatings on interior and exterior surfaces exposed to view unless fully factory-finished.

The scope includes finishing exposed steel lintels, ledge angles, cabinet interiors, and all mechanical and electrical components in finished areas (pipes, conduit, ducts, hangers, brackets, equipment) with specific exclusions for factory-finished items, items receiving alternative finishes, fire rating labels, equipment serial numbers, floors, glass, and concealed pipes. Submittals must include complete product data with manufacturer information, product names, catalog numbers, and general categories, along with three paper draw-down samples (8.5" x 11") in the specified sheen and a 4' x 4' mock-up panel illustrating color, texture, and finish. Approved paint manufacturers include Sherwin-Williams (base), Diamond Vogel, Benjamin Moore, and PPG. Transparent finishes may come from Behr or Sherwin-Williams. All paint and coating products within any individual system must originate from the same manufacturer with no exceptions. Paint materials must be stored between 45°F and 90°F in ventilated areas and applied only within manufacturer-specified temperature and humidity ranges, with minimum application temperatures of 45°F for interior latex, 50°F for exterior latex, and 65°F for varnish finishes, with required lighting at 80 foot-candles measured at substrate mid-height. Execution requirements include moisture content testing (maximum 12% for gypsum board, masonry, concrete; 15% for wood), surface examination and preparation per manufacturer recommendations, application per manufacturer instructions with uniform coverage, lightly sanding between coats, and protection of finished coatings until project completion with touch-up of damaged areas after final inspection.
