About this opportunity
The Department of the Air Force Air Mobility Command is seeking rental vehicles to support the Mobility Guardian 2025 exercise in Guam. The procurement requires a total of 63 vehicles across six different types: 4 SUVs, 20 15-passenger vans, 15 minivans, 6 multi-stop trucks (bread trucks), 5 pickup trucks with tow hitches, and 13 sedans. All vehicles must be properly licensed, well-maintained, with automatic transmissions, air conditioning, and exceptional condition tires, along with 24/7 emergency road service and vehicle replacement capabilities within 24 hours if needed. The evaluation will be conducted using lowest-price technically acceptable criteria, with technical capabilities rated as acceptable or unacceptable based on compliance with the Statement of Work. Vendors had until May 16, 2025 at 4:00 PM CDT to submit questions and must submit their quotes by May 23, 2025 at 6:00 PM CDT via email to the designated contracting officers.
This solicitation is set aside for small businesses under NAICS code 532111 (Passenger Car Rental), and no current incumbents or contractors are identified in the documentation. While specific award values or budget ranges are not disclosed in the available materials, the government reserves the right to make multiple awards if no single vendor can provide the entire quantity of 63 vehicles. The rental period spans 29 days from July 7, 2025 to August 4, 2025, with vehicles required for transportation between Andersen Air Force Base, Antonio B. Won Pat International Airport, and various lodging facilities throughout Guam. The Q&A matrix reveals flexibility in vehicle substitutions, allowing alternatives such as three 6-passenger vans in place of each 15-passenger van, provided they meet core transportation and equipment movement requirements. Vendors must be registered in the System for Award Management (SAM) and are limited to 3-page quotes using 12-point Times New Roman font.
