About this file

This document is a Questions and Answers (Q&A) matrix for a rental vehicle solicitation by the Department of the Air Force Air Mobility Command for Guam. The solicitation seeks 63 total vehicles for the Mobility Guardian 2025 event, including 4 SUVs, 20 15-passenger vans, 15 minivans, 6 multi-stop trucks, 5 pickup trucks with tail hitches, and 13 sedans. The vehicles will support transportation needs between Andersen AFB, Antonio B. Won Pat International Airport, and various lodging facilities during the performance period of 7 July 2025 - 4 August 2025.

The Q&A matrix provides critical flexibility for potential vendors, addressing substitution options for vehicle types that may be unavailable on Guam. Key substitution guidelines include: three 6-passenger vans can replace one 15-passenger van, SUVs and bread trucks can be substituted if they provide 4-5 personnel seating with adequate cargo space, and single-cab trucks are acceptable if they have a tow hitch capable of pulling 4-5,000 pounds of ground equipment. The government's responses emphasize meeting core transportation and equipment movement requirements over strict vehicle type specifications.
