About this opportunity
The U.S. Coast Guard seeks quotations for a seven-month rental, maintenance, repair, training, and LPG support of one 6,000-pound and one 12,000-pound forklift at USCG TRACEN Birmingham-Southern, with quotes due November 10, 2026 at 11:00 AM Eastern Time. The acquisition is a Total Small Business set-aside under NAICS 532490 and PSC W039, issued as a commercial products and services solicitation under FAR Part 12. The October 30, 2026 revisions to the RFQ and Statement of Work supersede the October 29 versions, which listed a November 11 deadline.
Performance runs December 1, 2026 through June 30, 2027 at 900 Arkadelphia Road, Birmingham, Alabama 35204, with equipment delivery required by December 1, 2026. Work occurs 0800 to 1700 Central Time, Monday through Friday, excluding Federal holidays. The work is unclassified.
Equipment must be propane-powered, standard counterbalanced units. The 6,000-pound forklift requires a minimum 15-foot lift height on a three-stage mast, and the 12,000-pound forklift requires a minimum 12-foot lift height on a two-stage mast. Both require overhead guards, seatbelts, backup alarms, strobe beacons, LED work lights, and fire extinguishers. The contractor must replace equipment that cannot be returned to service within four business days, perform preventive maintenance at OEM intervals, and provide initial operator training within five business days of delivery. One additional training session may be requested, to be scheduled within ten business days. LPG cylinder exchanges must be completed within two business days, and waste fluids must be removed the same day as service. Contractor personnel must pass security screening and display identification badges.
Pricing consists of monthly rates for CLIN 0001 and CLIN 0002, which include delivery, maintenance, repairs, training, and removal. CLIN 0003 covers on-demand LPG cylinder exchanges at a fixed unit price, paid only for exchanges performed, up to a not-to-exceed ceiling. The contractor must notify the Contracting Officer and GTR when invoiced amounts reach 75 percent of that ceiling. Payment is monthly in arrears through the Invoice Processing Platform.
Award goes to the lowest-priced quotation rated technically acceptable, without discussions. Volume 1 contains pricing for all CLINs and a statement accepting or taking exceptions to solicitation terms. Volume 2 is a technical proposal not exceeding 30 pages. Blank prices render a quote unacceptable. Technical acceptability turns on equipment specifications, a delivery commitment, and a service and support plan. Quotes are emailed to john.h.caicedo2@uscg.mil with solicitation number 75110PR270000099 in the subject line. Prices remain firm for 60 calendar days.

Basis for Award
The following factors will be used to evaluate offers. The Government will make award to the responsible offeror submitting the lowest-priced quotation that is rated Technically Acceptable. If the lowest-priced quotation is rated Technically Unacceptable, the Government will evaluate the next lowest-priced quotation. This process will continue as necessary.
Technical Acceptability:
To be rated technically acceptable, the quotation shall include the following:
(a) Proposed Equipment Information. The offeror shall identify the manufacturer, make, and model of the proposed 6,000-pound forklift and 12,000-pound forklift.
(b) Equipment Specification Documentation. (2) Replacement equipment, when required, within four business days after Government notification;
(3) On-site LPG Forklift-Cylinder Exchange within two business days after Government request;

A quotation will be rated Technically Acceptable when it includes all required information and clearly shows that the proposed equipment and services meet the Statement of Work requirements.
A quotation will be rated Technically Unacceptable when it fails to provide the required information, proposes equipment that does not meet the Statement of Work requirements, does not commit to the required delivery date, takes exception to a material requirement, or otherwise fails to show compliance with the Statement of Work.
Price: The Government will evaluate the total evaluated price of each quotation. The total evaluated price will be the sum of:
(a) All firm-fixed-price Contract Line Item Numbers (CLINs) for the seven-month rental period, including equipment delivery, commissioning, rental, preventive maintenance, repairs, replacement equipment, training, and equipment removal; and
(b) The full not-to-exceed amount of the liquid propane gas (LPG) fuel CLIN.
The Government will evaluate prices for completeness, accuracy, and reasonableness. The Government may correct obvious arithmetic errors when calculating the total evaluated price.
A quote must comply in all aspects with the requirements and conditions set forth in this RFQ; a quote must meet or exceed all mandatory RFQ requirements. If an Offeror takes exception to any of the terms and conditions of the RFQ or fails to meet any of the requirements of the RFQ, then the Government may consider the quote unacceptable
A Firm-Fixed Price contract will be awarded to the responsible offeror whose offer fully conforms to this solicitation and is determined to be the most advantageous, considering price and other factors. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
The anticipated award date is 10 days after solicitation closing date. Only one purchase order is anticipated resulting from this RFQ, however the Government reserves the right to withdraw, modify, or eliminate various aspects of the requirement determined to be too costly or impractical prior to award.
