About this file
This is a Statement of Work (SOW) for rental and maintenance of industrial forklifts at the United States Coast Guard Training Center (TRACEN) Birmingham-Southern, located at 900 Arkadelphia Road, Birmingham, Alabama 35204. The contract period runs from December 1, 2026, through June 30, 2027 (seven months).
The contractor must provide two propane-powered forklifts: one with a minimum 6,000-pound lifting capacity and one with a minimum 12,000-pound lifting capacity. Both must be standard counterbalanced industrial units with specified safety features including overhead guards, seatbelts, backup alarms, strobe beacons, LED work lights, fire extinguishers, and three-stage masts (or two-stage for the 12,000-lb unit) capable of minimum lift heights of 15 feet and 12 feet respectively. The contractor shall deliver the equipment, conduct joint acceptance inspection, provide Original Equipment Manufacturer (OEM) manuals and load charts, and deliver a signed Pre-Delivery Inspection Report documenting baseline conditions and serial numbers.
Maintenance requirements include performing scheduled preventive maintenance at OEM-specified intervals using either on-site mobile service trucks or off-site transportation at no additional cost to the Government. The contractor must provide labor, OEM replacement parts, filters, lubricants, tires, hydraulic hoses, lift chains, and engine tuning to maintain carbon monoxide emissions within permissible limits. The contractor must respond to repair requests and provide replacement equipment within four business days if a forklift cannot be repaired and returned to full operational status within that timeframe. The contractor shall manage waste fluid disposal, submitting preventive maintenance and repair service tickets to the Government Technical Representative (GTR) within two business days of service completion.
On-demand liquid propane gas (LPG) cylinder exchange services are provided under a not-to-exceed (NTE) contract line item (CLIN). The contractor must complete each requested exchange within two business days during normal operating hours (0800–1700 Central Time, Monday–Friday, excluding Federal holidays). The contractor shall remove depleted cylinders during the same visit and prepare LPG Fuel Delivery Tickets documenting contract number, CLIN, date and time, forklift identification, cylinder type and capacity, and the GTR's acknowledgment. The Government will pay only for actual cylinder exchanges performed, up to the NTE ceiling maximum, and the contractor must notify the Contracting Officer and GTR when cumulative invoiced amounts reach 75 percent of the NTE ceiling.
The contractor shall provide one initial basic operating and safety training session within five business days following delivery, covering equipment controls, daily pre-operation inspection checklists, load stability, LPG safety, carbon monoxide ventilation precautions, and emergency procedures. Up to one additional training session may be requested by the GTR, scheduled within ten business days of each request. Training documentation must be submitted within two business days after each session. The contractor must remove and transport both forklifts from the installation within five business days after contract expiration using self-contained transport equipment without using Government lifting equipment or loading docks.
The contractor shall furnish all facilities, materials, equipment, and services necessary to fulfill contract requirements except for Government-provided outdoor/indoor parking, staging areas, and training facilities. Environmental compliance requires containment and removal of all waste oils, hydraulic fluids, spent filters, and maintenance debris on the same day of service, with no residual materials left on-site. Contractor personnel must comply with all local installation visitor control procedures, submit to security screening, wear visible corporate identification badges, identify themselves as contractors, and be escorted by Government personnel as required. The Government retains the right to direct removal of any contractor employee for misconduct or security reasons. All work is unclassified, and reports must be submitted in electronic format compatible with DHS workstations using Microsoft Office Applications.
