Basis for Award

The following factors will be used to evaluate offers. The Government will make award to the responsible offeror submitting the lowest-priced quotation that is rated Technically Acceptable. If the lowest-priced quotation is rated Technically Unacceptable, the Government will evaluate the next lowest-priced quotation. This process will continue as necessary.

Technical Acceptability: To be rated technically acceptable, the quotation shall include the following:

(a) Proposed Equipment Information. The offeror shall identify the manufacturer, make, and model of the proposed 6,000-pound forklift and 12,000-pound forklift.

(b) Equipment Specification Documentation. The offeror shall provide manufacturer specification sheets, product literature, or equivalent documentation showing that each proposed forklift meets all requirements in the Statement of Work. The documentation shall show, at a minimum, rated capacity, load center, fuel type, mast height, tire type, fork length, side-shift capability, and required safety equipment.

(c) Delivery Commitment. The offeror shall provide a written statement confirming that both proposed forklifts, meeting all Statement of Work requirements, will be available for delivery and commissioning at USCG TRACEN Birmingham-Southern no later than December 1, 2026.

(e) Service and Support Plan. The offeror shall provide a brief plan describing how it will perform the required maintenance, repair, replacement, LPG Forklift-Cylinder Exchange, and training services.

The plan shall confirm the offeror’s ability to meet the timeframes stated in the Statement of Work, including:

(1) Preventive maintenance at manufacturer-recommended intervals;

(2) Replacement equipment, when required, within four business days after Government notification;

(3) On-site LPG Forklift-Cylinder Exchange within two business days after Government request;

(4) Initial training within five business days after delivery and commissioning; and

(5) Additional training, when requested, within 10 business days after Government request.

A quotation will be rated Technically Acceptable when it includes all required information and clearly shows that the proposed equipment and services meet the Statement of Work requirements.

A quotation will be rated Technically Unacceptable when it fails to provide the required information, proposes equipment that does not meet the Statement of Work requirements, does not commit to the required delivery date, takes exception to a material requirement, or otherwise fails to show compliance with the Statement of Work.

Price: The Government will evaluate the total evaluated price of each quotation. The total evaluated price will be the sum of:

(a) All firm-fixed-price Contract Line Item Numbers (CLINs) for the seven-month rental period, including equipment delivery, commissioning, rental, preventive maintenance, repairs, replacement equipment, training, and equipment removal; and

(b) The full not-to-exceed amount of the liquid propane gas (LPG) fuel CLIN.

The Government will evaluate prices for completeness, accuracy, and reasonableness. The

Government may correct obvious arithmetic errors when calculating the total evaluated price.

A quote must comply in all aspects with the requirements and conditions set forth in this RFQ; a quote must meet or exceed all mandatory RFQ requirements. If an Offeror takes exception to any of the terms and conditions of the RFQ or fails to meet any of the requirements of the RFQ, then the Government may consider the quote unacceptable

A Firm-Fixed Price contract will be awarded to the responsible offeror whose offer fully conforms to this solicitation and is determined to be the most advantageous, considering price and other factors. The

Government intends to evaluate offers and award a contract without discussions with Offerors.

Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the

Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

The anticipated award date is 10 days after solicitation closing date. Only one purchase order is anticipated resulting from this RFQ, however the Government reserves the right to withdraw, modify, or eliminate various aspects of the requirement determined to be too costly or impractical prior to award.
