About this opportunity

The Department of the Air Force Air Education and Training Command seeks renovation and conversion of Building 230 at Columbus Air Force Base into a consolidated Flying Training Squadron facility, with proposals due July 23, 2026 at 1:00 PM CST. This is a 100 percent small business set-aside under NAICS 236220, with a firm fixed-price structure.

Place of performance is Columbus, Mississippi. The project comprises two contract line items: base bid renovation of Building 230 for the 49th and 50th Fighter Training Squadrons (365 calendar days) and an optional line item converting Classroom 04 into a classified open storage area with intrusion detection systems and secure communications infrastructure. Work includes replacing interior finishes, upgrading electrical fixtures (all interior lighting fixtures to LED with occupancy sensors), demolishing and erecting interior partition walls and doors, mechanical and plumbing work, and complete testing, adjusting, and balancing of all new HVAC and exhaust systems. The contractor must provide all plant, labor, equipment, transportation, and tools.

Contractors and all contractor personnel must complete CUI training and sign the MFR Contractor CUI Training Acknowledgment to access locked design drawings and related documentation on SAM.gov. Hazardous materials abatement (asbestos and lead paint removal) falls to the contractor and must comply with federal, state, and local codes. Intrusion Detection System work requires a Honeywell Vindicator-certified contractor and compliance with DAFMAN 16-404 Volume 3. Structural analysis and engineer design are required if modifications affect load-bearing elements. The contractor must maintain continuous electrical power and dedicated HVAC to occupied areas (RedBird Simulator Room and Command Suite) during construction.

Key personnel include a Contractor Project Manager with minimum 5 years' experience, an on-site Contractor Site Superintendent with minimum 5 years' superintendent experience available within 15 minutes during normal hours, and a full-time Quality Control Manager with 5 years' quality control experience; the Superintendent and Quality Control Manager must be separate individuals. Site work begins 4–6 months after award, following government approval of 100 percent design documents. Performance and payment bonds are required within 10 days of award. A site visit was held June 9, 2026; RFI Q&A and the site visit sign-in sheet have been posted. Amendment 0002 (issued July 13, 2026) extended the due date 10 calendar days to July 23, 2026; Amendment 0001 (issued June 25, 2026) added As-Built Record Drawings and Appendix A Cost Breakdown. Davis-Bacon prevailing wages apply. Sealed offers must remain valid for 90 days following close date.
