About this file
This file is a Questions and Answers (Q&A) document for the B230 solicitation, addressing nine inquiries from prospective offerors regarding proposal submission requirements, contract performance, and project logistics.
Key clarifications include: Appendix A referenced in pricing requirements was provided via amendment; past performance submission is optional and not required with proposals, though the Government may request clarification; key personnel do not require names but should include qualifications, certifications, and responsibilities; proposal format options include e4Clicks, RS Means, or the attached Appendix A; the 365-calendar-day Period of Performance encompasses all activities including design, government review, material procurement, and construction with no extension anticipated; the solicitation is a 100% small business set-aside open to qualified SAM.gov vendors with no pre-qualified bidders list; two facility areas will remain occupied during construction (redbird simulator room and command suite, with temporary HVAC units required for the command suite); all decorative squadron ceiling tiles must be carefully removed, stacked, and stored at a Government-determined location within the facility; and all applicable record drawings and as-built plans will be provided to offerors.

B230 RFIs
1. Reference to “Appendix A” in the pricing requirements of the solicitation/RFP documents, but no Appendix A attachment within the solicitation package. Can you provide Appendix A?
• Appendix attached via amendment.
2. Please clarify the past performance submission requirements. Should we include CPARs and/or project descriptions in the proposal?
• Per section M “Past performance information may be provided by the offeror, as solicited. Offerors are not required to submit past performance with their proposal. The Government may reach out for clarification on past performance information…”
3. On solicitation page 44, under “Evaluation Factors, 3) TECHNICAL EVALUATION:
(Non-cost/Price Factor), paragraph a, it says, “Some of the aspects affecting an offeror' s ability to meet the solicitation requirements may include, for example, the submission of technical approach, key personnel and qualifications, and facilities.”
Will key personnel qualifications and facilities be required with this submission? If so, do we need to name the people in each role and provide resumes?
• You do not have to name the people in each role on your proposal. However, you may describe what qualifications / certifications the individuals in each role will have and what their responsibilities will be.
4. On page 40, under Section L, 4) General Information, number 1 says, “Unless otherwise, instructed, offerors shall submit proposals in a format using e4Clicks, or in the alternative RS Means format. If these two formats are not available, offerors shall utilize the attached Appendix A.” Appendix A was not included as an attachment. Please provide Appendix A.
• Appendix attached via amendment.
5. Paragraph 4.2.3 on page 31 of the SOW notes a total period of performance (POP) of 365 calendar days. Given that the time needed for design would be at least 98 days just for government review, there would need to be a POP extension of at least 160 days, with a total POP of 525 days. Would the government be willing to extend the POP to at least 525 calendar days?
• The Period of Performance includes all the time from the award date to completion date. Design, review, material procurement, and construction are all included in the 365-day PoP.
6. I am trying to obtain the pre-qualified bidders list for this project.
Can you assist?
• We do not have a pre-qualified bidders list. This solicitation is a 100% small business set aside open to qualified SAM.gov vendors.
7. Will the building remain occupied during the project?
• The areas within the scope of this project will be unoccupied by personnel during construction activities. Personnel will still occupy 2 parts of the facility; The redbird simulator room, and the command suite. Temporary HVAC units will be required to be provided for the command suite during HVAC downtime. The redbird simulator room has its own utilities and exterior entrance and will be unaffected by construction activities.
8. During the walk, we noticed that there were decorative squadron ceiling tiles in some locations. Are these to be salvaged and returned to the government?
• All decorative ceiling tiles must be carefully removed, stacked, and stored.
The Government will determine a suitable location within the facility to store the tiles.
9. Please provide the latest as-built plans/documents.
• All record drawings applicable to this scope of work will be provided.
