About this file

This file is a construction cost breakdown template designed for vendors submitting proposals to federal construction contracts. The template requires vendors to provide their company information (name, address, phone, email, CAGE Code), solicitation details (project title, solicitation number, proposal validity period), and a detailed itemized cost proposal organized by category. The cost proposal categories include bonds and insurance (certificate of insurance, performance bonds, payment bonds, and bid bonds), mobilization costs, architecture and engineering design at various completion levels (35%, 65%, 95%, and 100%/construction set), materials, equipment, labor (broken down by hours and rates), miscellaneous charges, and a construction project grand total. The template emphasizes that offerors bear the burden of proof for establishing reasonable pricing and must provide complete supporting data, basis, and rationale for all proposed costs to enable government personnel to verify that information is current, complete, and accurate in accordance with FAR 15.403-4 requirements.

GENERAL INFORMATION
The purpose of the requested information in the attached worksheets is to assist government personnel in the review and evaluation of proposals submitted by offerors. Offerors are reminded that the responsibility for providing adequate supporting data and attachments lies solely with them. Further, the offeror shall bear the burden of proof in establishing reasonableness of proposed pricing; therefore, it is in the offeror’s best interest to submit a fully supportable and well-prepared cost proposal. The basis and rationale for all proposed costs should be provided as part of the proposal so that Government personnel can place reliance on the information as current, complete and accurate. Further, FAR 15.403-4 sets forth those circumstances in which offerors are required to submit other than certified cost or pricing data.
