Place of performance is the Native Village of Napaskiak, Alaska, with field work conducted at the former BIA School site and associated contaminated areas. The site contains documented petroleum and related contaminant releases from aboveground storage tanks, day tanks, and fuel pipelines; soil and groundwater impacts include diesel range organics, naphthalene, benzene, and xylenes. The contract runs from September 1, 2026 through August 31, 2027.

The contractor must furnish all labor, materials, equipment, and logistics to complete five primary tasks: project management and planning; additional site characterization and soil delineation at approximately six locations; groundwater monitoring and product recovery including evaluation and repair of existing monitoring wells and continued product recovery in Well MW4 following EPA low-flow sampling procedures; evaluation of remediation alternatives; and comprehensive reporting compliant with Alaska 18 AAC 75.335 regulations. Field work must comply with ADEC 18 AAC 75, EPA Low Stress Purging and Sampling Procedures, and all applicable federal, state, tribal, and local regulations. Deliverables include updated work plans, laboratory data packages, updated Conceptual Site Model, remediation alternatives analysis, and a Final Comprehensive Remediation Report.

Service Contract Act wage determination 2015-5687 (Rev. 29) applies. The government will use Lowest-Priced Technically Acceptable (LPTA) evaluation methodology, assessing technical acceptability on a pass-fail basis and price for reasonableness, completeness, and realism. Quotations must include completed SF-1449 forms, detailed cost itemization, employee resume for project management, three contract references for similar work, tribal/tribal organization experience summary, subcontractor qualifications, and IEE Representation Form.
