Amendment 0001 Questions & Answers

1. Can previous site characterization reports be provided?

The previous BIA report is attached. Historic reports are available from DEC or on their website.

2. Is local heavy equipment available for advancing test pits?

Unknown. The contractor is responsible for securing all necessary equipment and resources required to successfully fulfill all project deliverables and meet the requirements of the work.

3. Is delineation between TP12 and TP13, and between TP14 and TP15, the only additional soil delineation required?

Based on previous results, BIA believes this to be the case.

4. Are the Work Plan and Sampling and Analysis Plan intended to be separate documents, or may they be combined into a single document?

They may be combined in a single document.

5. Is there a number of existing monitoring wells that contractors should assume will require repair or replacement for pricing purposes?

Unknown. During previous projects, some contractors were not prepared to repair any, resulting in lost sampling opportunities. In the past damaged or lost well points have been 0-3.

6. Task 3 states that product recovery at MW4 is to continue until no sheen/product is detected. Since product recovery could continue for years, can BIA clarify the requirements for product recovery activities that should be included in the proposal?

During well monitoring and sampling free product could potentially be encountered. In that case DEC may request some product recovery action, such as installing a sorbent boom or similar effort prior to departure. Any further efforts would occur under a separate contract.

7. Is MW4 the only monitoring well where product recovery activities are required?

So far this has been the case.

8. The Groundwater Monitoring Analysis appears to be identified as a separate deliverable.

May the groundwater monitoring and soil characterization results be incorporated into a single comprehensive report?

Groundwater monitoring analysis is one major component of the required reporting. Yes.

9. Are there any page limitations for the technical response?

No page limit. Quotation contents are listed in the RFQ beginning on page 14 of 16.

10. Please make available relevant historical documentation This is the same report provided for the first set of questions.

11. Please confirm that there are 5 wells in the groundwater monitoring well network.

Yes, there are five groundwater monitoring wells.

12. In absence of historical condition data, it is assumed that 1 of the 5 groundwater monitoring wells will require replacement.

At the close of the previous effort, one well was too turbid to sample (MW1). In the past damaged or lost well points have been 0-3.

13. Analyses are assumed at AK102 (DRO), SW8260 (VOC), and SW8270-SIM (PAH) for both soil and groundwater.

Soil and groundwater samples will be analyzed for DRO, PAHs and VOCs following Alaska DEC regulations and guidance.

14. Assume 2 soil samples per test pit/soil boring targeting (1) highest PID in the vadose zone and (2) the interval at the soil-water interface.

15. It is assumed that duplicate samples will be collected at 10% and MS/MSD at 5% frequencies for each analysis and medium.
