The Contractor must furnish all labor, materials, equipment, logistics, and technical expertise to perform five primary tasks: (1) Project Management & Planning, including a kickoff meeting within two weeks of contract award, historical data review, and preparation of Site Characterization Work Plan, Sampling and Analysis Plan, Site-Specific Health and Safety Plan, and Community Notification letters for BIA and Alaska Department of Environmental Conservation (DEC) approval; (2) Additional Site Characterization & Soil Delineation at approximately six locations with soil test pits/borings, documentation of soil conditions and hydrocarbon impacts, and laboratory analysis for DRO, PAHs, and VOCs; (3) Groundwater Monitoring & Product Recovery, including evaluation and repair of existing monitoring wells, five groundwater samples per well with duplicates, water level and flow gradient measurements, and continued product recovery in Well MW4 following EPA low-flow sampling procedures; (4) Evaluation of Remediation Alternatives analyzing in-situ treatment, ex-situ landfarming with soil amendments, and targeted excavation/removal considering contaminant reduction performance, cost, logistical feasibility, permafrost effects, and community impacts; and (5) comprehensive Reporting compliant with Alaska 18 AAC 75.335 regulations. Field work must comply with ADEC 18 AAC 75, EPA Low Stress Purging and Sampling Procedures, DEC Well Guidance, and all applicable federal, state, tribal, and local regulations. All field activities will be conducted at the former BIA School site in Napaskiak and associated impacted areas, with field work potentially restricted by weather, seasonal access, freeze-thaw cycles, and community/school district coordination requirements. The contractor must practice cultural sensitivity, maintain close village coordination, and route all media and regulator communications through BIA. Key deliverables include updated work plans, community notification letters, field activity summaries, laboratory data packages with DEC checklists, updated Conceptual Site Model, groundwater monitoring analysis, remediation alternatives analysis, and a Final Comprehensive Remediation Report. The government will provide historical site reports and access to 2024–2025 analytical data, maps, and CSM documents.

Performance Work Statement (PWS)
Remediation of Contaminated Site – Native Village of Napaskiak, Alaska Prospective Contract Year: 2026 Prepared by: Remediation Coordinator
1.0 PURPOSE
The purpose of this Performance Work Statement (PWS) is to obtain contractor services for
School site in the Native Village of Napaskiak, Alaska (DEC Hazard ID 25241). The 2026
– intends to advance the site toward regulatory closure in accordance with Alaska Department of Environmental Conservation (DEC) 18 AAC 75 regulations.
2.0 BACKGROUND
The former BIA school site in Napaskiak contains documented historical releases of petroleum and related contaminants from aboveground storage tanks (ASTs), day tanks, fuel pipelines, and a former tank farm. Investigations between 2001 and 2025 have oundwater impacts, including diesel range organics (DRO), naphthalene, trimethylbenzenes, benzene, ethylbenzene, xylenes and related compounds of potential concern (COPCs).
–2025 site characterization include:
Petroleum contamination persists in several areas (Areas A– incomplete delineation in select locations naphthalene exceedances; persistent sheen/product remains in Well MW4
Test pits advanced in 2025 (TP12–TP19) delineated contamination in some areas, but additional investigation is warranted between TP12–TP13 and TP14–TP15 integrity impacts have not migrated to Napaskiak Slough
The property is in a remote Alaska Native community with limited infrastructure, requiring careful planning for logistics, transportation and community coordination.
3.0 SCOPE OF WORK
The Contractor shall furnish all labor, materials, equipment, logistics, services and technical expertise required to plan, execute, and report on remediation activities at the Napaskiak site. Tasks include additional contaminated soil delineation, groundwater monitoring, product recovery, comprehensive reporting and evaluation of remediation alternatives suitable for the remote Alaska village.
The Contractor shall perform all work in compliance with:
ADEC 18 AAC 75 “Oil and Other Hazardous Substances Pollution Control”
EPA “Low Stress (Low-Flow) Purging and Sampling Procedures” and DEC’s “Well Guidance”
All applicable federal, state, tribal, and local regulations
BIA policies and tribal coordination requirements
4.0 REQUIREMENTS AND TASKS
Task 1 – Project Management & Planning
The Contractor shall:
1. contract award and provide meeting minutes within two weeks of meeting.
2. Review all historical environmental assessment data for the site.
3. Prepare and submit the following for BIA and DEC approval:
o Project Site Characterization Work Plan (compliant with 18 AAC 75.335) o Sampling and Analysis Plan (SAP) o Site-o letter(s)
4. Coordinate with the Native Village of Napaskiak and the Lower Kuskokwim School District (LKSD) regarding access, cultural considerations, and scheduling.
5. Identify logistics needs for remote mobilization and demobilization.
Task 2 – Additional Site Characterization & Soil Delineation
1. Advance soil test pits and/or borings at ~6 locations in areas recommended for further investigation (between TP12–TP13 and TP14–TP15).
2. Document soil conditions, GPS coordinates, hydrocarbon odors, stained soils, debris, permafrost conditions, and groundwater depth.
3. Collect soil samples (and duplicates) following DEC sampling procedures and submit for laboratory analysis (DRO, PAHs, VOCs).

Task 3 – Groundwater Monitoring & Product Recovery
1. Evaluate existing groundwater monitoring wells for frost-jacking or structural compromise; repair or reinstall as necessary.
2. Conduct groundwater monitoring for all existing wells duplicates).

4. Replace and maintain product recovery equipment (e.g., recovery socks) in MW4;
continue recovery until no sheen/product is detected.

Task 4 – Evaluation of Remediation Alternatives
The Contractor shall prepare a feasibility analysis of viable remediation methods suitable for Napaskiak’s cold climate, permafrost presence, and remote location. Alternatives to be evaluated include:
In-situ treatment (e.g., bioremediation, chemical oxidation, landfarming)
Ex-situ landfarming with soil amendments (lime/fertilizer)
Targeted excavation, removal and regulatorily appropriate disposal
The analysis must consider:
Expected performance of contaminant reduction
Cost and logistical feasibility
Equipment and resource requirements
Community impacts and accessibility
Task 5 – Reporting (compliant with 18 AAC 75.335)
The Contractor shall submit the following deliverables:
Field Activity summaries for each mobilization
Laboratory Analytical Data Packages with DEC Data Review Checklists
Groundwater Monitoring reporting with trend analysis
Remediation Alternatives Analysis
Reporting must include:
work not completed and why
Figures, maps, photos, GPS coordinates
Deviations from work
Recommendations for any additional actions

6.0 PLACE OF PERFORMANCE
site and associated impacted areas in the Native Village of Napaskiak, Alaska, including monitoring well locations and historic spill areas.
7.0 PERIOD OF PERFORMANCE
The period of performance is 12 months from the date of contract award.
Field activities may be restricted by:
Weather and seasonal access
Ground conditions (freeze-thaw cycles)
Coordination with the community and Lower Kuskokwim School District
8.0 SPECIAL CONSIDERATIONS
The Contractor must practice cultural sensitivity and maintain close coordination with the Village of Napaskiak.
All communication with media, public, or regulators must be routed through BIA.
Permafrost and shallow groundwater conditions require careful excavation and drilling practices.
9.0 GOVERNMENT-FURNISHED INFORMATION
BIA or DEC will provide:
Historical site reports
Access to 2024 and 2025 analytical data, maps, and CSM documents
