About this opportunity

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is procuring ReliaSoft online private training services through a sole-source award to Hottinger Bruel & Kjaer Inc. The procurement encompasses three specialized training courses: System Reliability and Maintainability Analysis, RCM Principles and Analysis, and Reliability Growth Analysis, all designed to develop proficiency in ReliaSoft's analysis platform for reliability engineering applications. The training is essential for R&M engineers to effectively utilize the Navy's existing universal ReliaSoft license, which provides comprehensive reliability analysis capabilities including Reliability Block diagrams and Failure Reporting, Analysis, and Corrective Action System (FRACAS). This combined synopsis and solicitation follows streamlined commercial item procedures under FAR Subpart 12.6, with evaluation based on the contractor's unique capability to provide the required ReliaSoft training services. Quotations must be submitted via email by August 13, 2025, at 2:00 PM EST, with a posting period of less than fifteen days in accordance with federal acquisition regulations.

This procurement does not utilize any set-aside designations and is unrestricted to all eligible contractors, though it will be awarded on a sole-source basis to Hottinger Bruel & Kjaer Inc. as the only capable provider. The total contract value is $291,600, comprising three line items each priced at $97,200 for the individual training courses. Each training course will be delivered over a 12-month performance period, providing extended access to the specialized reliability analysis training content. The procurement falls under NAICS code 611420 (Computer Training) with a small business size standard of $16.0 million, and services will be performed in Newport, Rhode Island. The sole-source justification emphasizes that alternative solutions like GoldSim were evaluated but found to be significantly less capable and more expensive than the required ReliaSoft training platform.
