About this file

This is a combined synopsis and solicitation for commercial items issued by the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT). The document seeks to award a sole-source Fixed Price Type purchase order to Hottinger Bruel & Kjaer Inc. for ReliasSoft training services. The procurement includes three line items for online training courses: System Reliability and Maintainability Analysis, RCM Principles and Analysis, and Reliability Growth Analysis, each priced at $97,200 with a 12-month performance period.

The solicitation justifies the sole-source award by highlighting that the US Navy already has a universal ReliasSoft license, but the license does not include training. The training is critical for R&M engineers to become proficient with the software, which provides comprehensive reliability analysis capabilities including Reliability Block diagram, Failure Reporting, Analysis, and Corrective Action System (FRACAS). Alternative solutions like GoldSim were evaluated and found to be significantly less capable and more expensive. The quote must be submitted via email by Wednesday, 17 August 2025, at 2:00 PM EST, with required information such as point of contact, CAGE code, and UEID. The procurement is unrestricted, with a NAICS code of 611420 and a small business size standard of $16.0M.

SOLE SOURCE JUSTIFICATION

The US Navy has purchased a universal license for ReliasoŌ from Hoƫnger Bruel & Kjaer Inc. for U.S. Navy customers on contract N0042122C0012, under an Indefinite delivery Indefinite QuanƟty type contract (IDIQ) procured by NAVAIR in 2022 However, the universal license does not include training, which leave mulƟple engineers with the need to be trained on this soŌware.

Everyone on the Reliability and Maintainability (R&M) team has a ReliasoŌ account and requires training to become proficient using the ReliasoŌ tool suite.

ReliasoŌ is a mission criƟcal asset which allows the US Navy to increase its analyƟcal capabiliƟes to provide data-driven, fact-based engineering support to Us Navy acquisiƟon programs.

ReliaSoŌ's analysis plaƞorm offers Reliability Block diagram, Failure ReporƟng, Analysis, and CorrecƟve AcƟon System (FRACAS), Failure Rate, and Reliability Centered Maintenance analysis for system/subsystem integraƟon in a single plaƞorm. ReliaSoŌ is capable of generaƟng cost-effecƟve maintenance plans using reliability centered maintenance, performing reliability allocaƟon by flowing down system level requirements to the component level while minimizing development costs, quanƟfying component-level reliability and assuring that reliability requirements have been met using Life Data Analysis (LDA), calculaƟng a system’s baseline reliability and easily comparing design opƟons using the most recent reliability predicƟon standards, and performing reliability growth planning and analysis using a variety of industry accepted models and assure that the system reliability goals are met.

If the US Navy were forced to procure a different source, the starƟng cost would be $89,025. The closest compeƟƟon, GoldSim offers 50% of the capability with a higher price tag of $67,200 for 6 users. An addiƟonal required add-on module at a cost $5,000 per seat would be needed to increase the capabiliƟes of the soŌware raising the cost to $97,200. Training for GoldSim is available at approximately $1,600 per person, but its training does not cover the R&M topics needed for a complete reliability analysis of a system. This lack of R&M topics would leave a disƟnct gap in the required training that the R&M team needs, which would increase risk in any of their daily operaƟons in not being able to provide necessary services to the projects.

The ReliasoŌ Navy license allows all R&M engineers to have access to the full program across the network. Acquiring ReliasoŌ training will increase R&M engineer analyƟcal capability to evaluate R&M metrics and cost trade space, creates consistent R&M engineering processes, data analysis, and reporƟng while eliminaƟng R&M engineering process variaƟon across the supported projects. If not approved the projects will be unable to meet all of DoD InstrucƟon 5000.02 OPERATION OF THE ADAPTIVE ACQUISITION FRAMEWORK, effecƟve January 23, 2020, and R&M program requirements. Accordingly, ReliasoŌ is the only company capable of providing the supplies above without the Navy experiencing a substanƟal duplicaƟon of cost that could not be recouped through compeƟƟon, and would cause unacceptable programmaƟc delays.

Element Cost Schedule Impact System Reliability and Maintainability Analysis; RCM Principles and Analysis; Reliability Growth Analysis

$97,200 3 months

This purchase saƟsfies the known training requirement for at least the next 5 (five) years.

Based on the above, it is not reasonable to conclude the potenƟal savings from compeƟƟon can offset the duplicaƟve cost and schedule/mission impact associated with purchasing a new brand name product. Therefore, it is in the best interest of the Government to solicit this requirement on a sole source only basis.
