About this opportunity

The U.S. Fish and Wildlife Service is soliciting proposals for exterior repairs and upgrades to the Appalachian Field Work Coordination Office (FWCO) building located in White Sulphur Springs, West Virginia. The scope of work includes demolition of three chimneys, removal and replacement of vinyl siding on the entire building, roofing repairs including full replacement of an 18' x 9' EPDM flat roof section, and limited water damage repairs in the northeast chimney area. Contractors must demonstrate experience with vinyl siding, asphalt shingle roofing, and EPDM roofing systems, and the evaluation will be based 51% on factors other than price (preliminary schedule of events and past performance demonstrating three similar projects completed or in process within the previous five years) and 49% on price using a best value trade-off approach. Solicitation questions must be submitted by April 7, 2026, at 5:00 p.m. ET, and proposals are due by April 14, 2026, at 5:00 p.m. local time. A mandatory site visit is scheduled for March 31, 2026, at 10:00 a.m. ET at the White Sulphur Springs National Fish Hatchery.

This procurement is designated as a 100% small business set-aside under FAR Part 13 simplified acquisition procedures with NAICS code 236220 (Roofing Contractors). The contract value is estimated between $100,000 and $250,000 and will be awarded on a firm-fixed-price basis. Performance must be completed within 120 calendar days from contract award, with a project timeline running from May 1, 2026, through July 31, 2026, contingent on suitable weather conditions and subject to work hour restrictions of 7:00 a.m. to 4:00 p.m., Monday through Friday, excluding Federal Holidays. The building, originally constructed in 1904 at 400 East Main Street, White Sulphur Springs, WV 24986-2340, will remain occupied and open to the public during construction, requiring 48-hour advance coordination with the Contracting Officer's Representative for all disruptive work. Contractors with construction costs exceeding $35,000 must furnish a Payment Bond within 14 days of award, and those exceeding $150,000 must also furnish a Performance Bond, with all contractors required to provide proof of insurance within five calendar days of award.
