About this file

This is a Questions and Answers (Q&A) document for the rehabilitation of an office building in West Virginia, issued by the Department of the Interior Fish and Wildlife Service under Solicitation Number 140FC226R0006. The document addresses clarifications requested by potential bidders during the pre-bid phase regarding project requirements and specifications.

The Q&A clarifies several key project requirements: lead paint documentation is available in attachments; no additional safety requirements beyond OSHA 29 CFR 1926.62 apply; bidders should not submit alternative roof design cost estimates; existing clapboard siding (not plywood) must be replaced with matching clapboard siding throughout, with unit pricing required per square foot; and the contractor must provide a color palette detailing which colors are included in the base proposal cost and which incur additional per-square-foot charges. These clarifications establish the technical scope and pricing structure for the rehabilitation work, ensuring bidders have clear guidance on materials, labor safety standards, and cost estimation requirements.

Text version

1. Due to the structure's age, does the owner have records of lead paint use and or lead paint abatement in recent years?

Please see attachments for the survey and abatement records.

2. Does the owner have additional rules, regulations, or requirements that go above and beyond OSHA 29CFR 1926.62? (This covers minimal outdoor disturbance and requires minimal protection/safety actions. Tyvek suits, half masks, and wet clean up ( not blowers ))

No.

3. The replacement of the existing flat roof should be rethought, and consideration given to a new peaked roof built to match the style/shape of the existing building. This roof style would result in a longer-lasting roof with fewer long-term problems. Should bidders submit cost estimates for the owner's consideration?

No.

4. We determined during the pre-bid that the existing substrate is clapboard siding, which is just a slight bevel in the board. Most small repairs can be made with boards of a similar size without the bevel. Is this acceptable to the owner? Large areas where the chimney is being removed should have new clapboard siding installed.

For purposes of this project, the sheathing is clapboard siding and shall be replaced with clapboard siding in all locations to keep everything consistent. Please provide a unit price per square foot of sheathing (clapboard) replacement with the bid documents. This is a replacement for the previously requested 4' x 8' sheathing since we now know the sheathing is not plywood.

5. Would the owner choose a color before bidding? Prices can vary by almost $1 per square foot depending on color. Or at least specify a color range.

The station would like a color palette to be provided by the contractor. Please detail which colors can be provided for the base proposal cost and which colors will incur additional costs on a price per square foot basis.
