STATEMENT OF WORK

EXTERIOR REPAIRS AND UPGRADES

WHITE SULPHUR SPRINGS NATIONAL FISH HATCHERY, WEST VIRGINIA

1. BACKGROUND

The Fish and Wildlife Conservation Office (FWCO) is a U.S. Fish and Wildlife Service (FWS) owned building at White Sulphur Springs National Fish Hatchery. The building was originally constructed in 1904 and has undergone various renovations including a roof replacement less than 10 years ago. The roof primarily consists of sloped architectural asphalt shingle with a small 18’ x 9’ section of EPDM flat roofing in the center of the building. There appears to be active water leakage around the chimneys, which has damaged the interior finishes of the structure. The purpose of this project is to eliminate the water leakage, improve durability, weather resistance, and appearance of the exterior envelope. Work includes chimney demolition, framing, roofing repairs, siding removal and disposal, and full replacement of existing vinyl siding. Work does not include the doors and windows in the rear building area framed by brick. The removed materials shall be disposed of offsite in accordance with all Federal, State or local regulations.

The building will be occupied and open to the public during construction, and coordination with building occupants is required to minimize disruptions and ensure public safety. Measurements and quantities must be confirmed by a site visit. Any records, material data, plans, specifications, etc.

created during this contract will be the property of the U.S. government.

2. SCOPE OF WORK

The scope of work includes the two center chimneys to be removed below the flat roof level and the northeast chimney to be removed down the side of the building below the wooden porch decking so no chimney brick is visible from the exterior. After chimney removal, the roof sections will have the framing and sheathing infilled, the flat roof section fully replaced, and shingle roofing will be infilled.

All siding on the entire building will then be removed and replaced. Any water damage will require evaluation and mitigation during the project. Please note, this scope does include limited water damage repair in the area of the northeast chimney. The Contractor shall furnish all labor, materials, equipment, and supervision to complete the project as detailed below. Contractor will be responsible for all material deliveries and debris removal and disposal.

2.1 DEMOLITION AND REMOVAL

Remove the two center chimneys below the roof sheathing level and remove the entire section of membrane roofing including copper edging.

Remove northeast chimney down the side of the building to below the ground level porch decking to allow enough room to patch framing in this area.

Remove all existing vent covers, siding, trim, downspouts, and associated materials required to replace the siding. At least one section of gutter will require removal at the northeast chimney. Save vent covers and downspouts to reinstall later in the project.

Soffit, fascia, and the majority of the gutters shall remain in place.

Take appropriate measure to protect the electrical system. Extreme care should be taken when removing and replacing materials around the panels and circuitry.

Properly dispose of all demolition debris offsite in accordance with all Federal, state or local regulations. Contractor shall, at completion of project, remove tools and equipment and leave the premises clean.
