This document is a Site Visit Notes and Questions & Answers attachment for Solicitation No. 140P8426R0003 regarding the rehabilitation of Limantour Residence 160 at Point Reyes National Seashore (PORE).

A site visit was conducted on August 18, 2026, at 160 Limantour Drive, Inverness, CA 94937, with five interested parties attending: CBKME Inc. (doing business as FKB Design), Atelier 21 International, Agile-ACI, Kingsley Builders, Inc., and Agile Construction Inc. No questions were raised during the site visit; however, one question was submitted afterward regarding California Contractor State License requirements. The answer clarifies that prime contractors and subcontractors may submit proposals without a California Contractor License, but those possessing a current and valid California State License applicable to the work will receive more favorable ratings. The solicitation was amended on 8/20/26 to add California License as an evaluation factor in Section M of Revised Attachment 1, requiring offerors to address this factor in their technical proposals.

Solicitation no. 140P8426R0003 - Attachment 11, Site Visit Notes and Q&A (8/20/26) Rehabilitate Limantour Residence 160, Point Reyes National Seashore (PORE)

Site Visit took place at 160 Limantour Drive, Iverness, CA 94937 at 1pm PDT on August 18, 2026. No questions were noted during the site visit, however, one question was received afterward, as addressed below.

The following interested parties attended:

• CBKME Inc. (doing business as FKB Design)

• Atlier 21 International

• Agile-ACI

• Kingsley Builders, Inc.

• Agile Construction Inc.

QUESTION 1: As the solicitation specifies the need for a California Contractor State

License, I would like to confirm whether a prime contractor can fulfill this requirement through a partnership or subcontracting arrangement with a California-licensed entity. Specifically, can a prime contractor, not currently holding a California license, still be eligible to submit a proposal if they partner with or subcontract to a licensed California contractor? Additionally, would this arrangement allow the prime contractor to retain their role as the primary point of contact and responsibility holder for the project? Your guidance on this matter would be greatly appreciated to ensure compliance with the solicitation requirements.

ANSWER: You can submit your proposal as the prime contractor if you do not have a

California Contractor License, or if your proposed subcontractor(s) do not have a California Contractor License. Offerors (and any proposed subcontractors) who possess a current and valid California State License applicable to the work they will be performing on this project will be more favorably rated. The solicitation was amended to add the CA License as an evaluation factor in Section M of Revised Attachment 1 dated 8/20/26; the offerors shall address the evaluation factor as part of the technical proposal.
