Site Visit 2 Notes and Q&A Summary
This document is a Questions and Answers attachment to Solicitation 140P8426R0003, Amendment 2, for the rehabilitation of Limantour Residence 160 at Point Reyes National Seashore (PORE). The solicitation addresses site visit logistics, attendee information, and contractor clarifications regarding materials, products, and project timeline. A third site visit is scheduled for September 10, 2026, at 10:00 AM PDT at 160 Limantour Drive, Inverness, California 94937, with RSVP required through an online form or email to designated National Park Service contacts. The site is remote with uneven terrain, requiring parking on the north side of Limantour Drive and access to the foundation through a crawlspace.
The Q&A section addresses eight key contractor inquiries. Pre-approved products and materials meeting contract specifications are available in an attached list. NPS identified regional contractors experienced with Earth Contact Products (ECP) steel piers, including Golden Gate Foundation Repair and Xalos Foundation Support, along with an engineer in the network. Substitutions for ECP products require professional engineer-signed submittals with supporting calculations. The government provided a price range of $300,000 to $700,000 for the project, clarifying this is neither a ceiling nor floor. Additional visual information and details for CLINs 0003, 0007, 0010, 0013, and 0014 are available in attached exhibits. Existing residents will vacate the property no later than October 30, 2026, with construction commencing no sooner than November 2, 2026, subject to award documentation and notice to proceed. Flooring specifications require engineered hardwood for bidding purposes, though substitutions may be considered post-award.

A third site visit is scheduled for September 10, 2026 at 10am PDT.
Site Visit #3 Details:

Upon arriving at Point Reyes National Seashore, follow the brown road signs directing you towards
Limantour Beach. From Bear Valley Road, turn south onto Limantour Road. Continue on Limantour Road for approximately 7.3 miles. Turn left (southeast) onto Limantour Drive. Continue on Limantour Drive for approximately 0.4 miles to 160 Limantour Drive. 160 Limantour Drive will be on the right (south) at the end of the drive. Park only on the north side of Limantour Drive to the northwest of the residence to allow vehicles passage and space to turn around at the end of the road. Beware of the potential for soft road shoulders when parking. Additional parking and public restrooms are located approximately 0.5 miles west of the site at the Limantour Beach parking lot. Note that the site is remote and that the nearest fuel services are located approximately 10 miles from the site in Point Reyes Station, CA. Terrain in the vicinity of the residence is uneven. SITE VISIT #2 Q&A:
1. For materials or products not explicitly specified in the contract documents, are there any pre-approved products or materials that would be acceptable for use on the project?
See the attached document entitled ‘Pre-approved Products and Materials Meeting the Contract
Specifications’ for a list of pre-approved products and materials that meet the requirements of the respective specification sections.
2. Can NPS provide a list of known contractors in the region that are experienced with the installation of Earth Contact Products (ECP) steel piers?
The following regional contractors are listed in ECPs network. ECP may also be contacted directly for more information.
• Golden Gate Foundation Repair - Sausalito, CA - 415.942.3816 - https://ggatefr.com/
• Xalos Foundation Support - Vallejo, CA - 707.495.1376 - https://xfspro.com/
The following regional design and construction engineer is listed in ECPs network:
• Cliff Tanaka, P.E., Cliff Tanaka PE - Novato, CA - 415.798.0444 - cawhaler@gmail.com
3. Can Earth Contact Products (ECP) steel piers and related foundation repair products be substituted with like products?
The foundation repair design has been designed and calculated specifically for the use of the specified ECP products. Alternatives meeting the same requirements and functionality would be considered, however it would require a submittal, signed by a professional engineer, with appropriate supporting documentation and calculations.
4. Can NPS provide a copy of the Engineers estimate?
No. The Government cannot provide the Engineers estimate, but an expected range is included in the solicitation. Refer to Solicitation Amendment 1, Attachment 1, Page 30 for a notation on offer affordability:
The Government seeks offers with a total price between $300,000 and $700,000 (range is broad for including base project through all options). Offerors should not interpret this figure as a ceiling
(or as a floor) on offers; rather, this information is provided as a courtesy to prospective offerors.
The Government may select an offer for award with a price below, at, or exceeding this figure if it finds that offer provides the best value and funds are available.
5. Can you provide more visual information or more details for CLINs 0003, 0007, 0010, 0013, and
0014?
https://ggatefr.com/ https://xfspro.com/ mailto:cawhaler@gmail.com
The attached exhibits provide more details and depict the extent of work described under CLINs
0003, 0007, 0010, 0013, and 0014.
6. Are existing conditions drawings of Residence 160 available?
The architectural drawings included with the solicitation as “Attachment 4B 1993 Architectural
Plans” reflect the current dimensions and construction details, with the exception of the deck, which has been relocated. The current deck configuration is depicted in the solicitation drawings included as “Attachment 4A Drawings.”
7. Would vinyl flooring options be considered in lieu of engineered hardwood?
For the purposes of bidding, flooring should be based on the products specified. Substitutions or modifications may be considered upon discussion following award.
8. When will the existing residents vacate the property and how soon may construction begin?
The following represents the current understanding. The existing residents will vacate the property no later than October 30th, 2026. Work on site may begin no sooner than November
2nd, 2026, subject to providing award documentation and receipt of notice to proceed. These dates may move forward but are not expected to be delayed.
